Item 3A—Summary of November and December 2018 Public Outreach
• Inquired about potential financing/funding options for the new Civic Center
(including the new library) and clarified that the new Civic Center could be
phased and implemented as funding becomes available.
• Noted that phasing seems to be inconvenient for potential development on the
new Civic Center area.
• Confirmed that the intended "entertainment use" in the Mixed Use Downtown
area of the plan may be a variety of uses (e.g., dinner theater, movies, bowling,
etc.) that will be determined based on a project that is brought forward.
• Supported a theater similar to that of the Vine Theater in Livermore.
• Requested consideration should be given to the Town Square and potential
features to allow dual activities.
• Recommended not including grass in the Town Square design.
• Recommended implementing walking-only street and incorporating
walkways/alleys/and create a paseo environment in the new Civic Center area of
the plan.
• Verified the uses within the Civic Center can be moved around with the plan
area.
• Supported the idea of food hall in library building.
• Confirmed the goal of the new Civic Center library to be around 70,000+ square-
feet.
• Requested consideration of the population growth over the next 25 years and
how that relates to the size of the proposed new library.
• Noted a lot of space in library used is for activities and keep in mind collection
size isn't necessarily the trigger for space.
• Requested the new parking structure be built with Phase I not Phase II if the new
Civic Center is phased. Parking is a huge demand at the library so it would be
helpful for this to occur earlier.
• Noted staff should consider sustainability for any new buildings.
• Urged the need for pathways from middle schools to the proposed library at the
potential new Civic Center, as children will be walking there and need a safe
path.
• Advised connectivity should be provided between the sports fields and the new
Civic Center.
• Recommended the public be able to tour our current City facilities so they could
understand their condition.
Active Ground Floor Uses
• Clarified the definition of active ground floor uses.
• Concerned that people who own properties along Main Street should have ability
to lease them to highest rent payer even if not "active."
• Clarified that no changes would be required for existing business that are not
currently "active" along Main Street (i.e. they would be grandfathered in).
• Supported active ground floor uses not applying to side streets.
Prepared for the February 26, 2018 Downtown Specific Plan Update Task Force Meeting Page 5 of 8
