FIRSTCARBON Letter SOLUTIONS Proposal FCS INTERNATIONAL,INC. Task 6: Preparation of Administrative Final Program EIR, Screencheck Final Program EIR, Final Program EIR, and MMRP Administrative Final Program EIR FCS will prepare an Administrative Final Program EIR in accordance with the applicable requirements contained in CEQA Guidelines Sections 15088 and 15089.The Administrative Final Program EIR will list the summary of all verbal comments received during hearings on the Draft EIR,all written comments, responses to all the comments as required by CEQA Guidelines, and appropriate corrections and revisions to the text of the Draft Program EIR. FCS will prepare a response to each substantive comment received.To enhance readability and avoid redundancy, FCS will use Master Responses to address frequent and recurring comments on the Draft Program EIR's analysis.Additionally,the Administrative Final Program EIR will contain an Errata section,which will document necessary revisions to the text of the Draft EIR text in strikeout-underline format. FCS has budgeted approximately 180 hours of FCS staff time(excluding technical,editing, and administrative personnel)for this task.Together with the City, FCS will evaluate the volume and complexity of comments received on the Draft Program EIR. If additional time is required beyond what is budgeted, FCS will prepare a budget augment to cover the actual level of effort. Deliverable • Electronic version of the Administrative Final Program EIR(via Dropbox in Microsoft Word and PDF)to the City.This Scope of Work assumes that the City will not require hard copies of the Administrative Final Program EIR. If hard copies are requested,a change order may be required to cover costs of producing the copies. Screencheck Final Program EIR Once review of the Administrative Final EIR by City staff is complete, FCS will revise the Administrative Final Program EIR, incorporate the comments, and provide a Screencheck Final Program EIR (both with track changes and clean copy)for final review by City staff before publication. This Scope of Work assumes the City will provide one set of consolidated,vetted comments (with tracked changes in the Word document)on the Administrative Final Program EIR. Deliverable • Electronic version of the Screencheck Final Program EIR (via Dropbox in Microsoft Word and PDF) to the City.This Scope of Work assumes no hard copies of the Screencheck Final Program EIR will be provided to the City.
