FIRSTCARBON Letter SOLUTIONS Proposal FCS INTERNATIONAL,INC. Final Program EIR Once City staff provides final comments on the Screencheck Final Program EIR, FCS will proceed with finalizing and producing the Final Program EIR.This task assumes technical staff time will be required to complete revisions to the Final Program EIR, plus editing and administrative staff time to prepare the document for publication. If additional hours are required, we will prepare a budget augment to cover the actual level of effort. FCS will provide copies of the Final Program HR to the City,who will be responsible for local distribution, noticing, and posting. FCS will also prepare the Notice of Determination (NOD)for the project,which the City will file, within 5 business days of EIR certification.This Scope of Work assumes that City staff will prepare and mail all notices associated with the Final EIR to local agencies and interested parties. Deliverables • Electronic version (in PDF via Dropbox) of the Final Program EIR to the City. * This Scope of Work assumes 5 hard copies of the Final Program EIR will be provided to the City. If additional hard copies are requested, a change order may be required to cover costs of producing the copies. • An electronic version of the NOD to the County Mitigation Monitoring and Reporting Program Pursuant to CEQA Guidelines Section 15097, FCS will also prepare a comprehensive Mitigation Monitoring and Reporting Program (MMRP).The MMRP will contain all mitigation measures identified in the Program EIR.This comprehensive MMRP will provide City staff with a single source of reference to the full range of mitigation measures to be implemented. For each measure or group of similar measures,the agency responsible for ensuring proper implementation will be identified, along with the timing and method of verification. Copies of the MMRP will be included in the Final EIR submittal. Deliverable • Electronic version (in PDF via Dropbox)of the MMRP to the City Task 7: Administration, Meetings, and Project Management Subtask 7.1: Notices and Filings Throughout the process, FCS will prepare the necessary notices and filings, including the NOP, NOC,and Notice of Determination (NOD)for the City to distribute. As described above,this Scope of Work assumes that the City will prepare the NOA. Pursuant to CEQA Guidelines Sections 15075 and 15094,the City would be responsible for filing the NOD with the Alameda County Clerk's Office within 5 business days of EIR certification. City staff will be responsible for paying the associated filing fees. In addition,the City will be responsible for any other filing fees,costs of distribution, and advertisements.
