Approximately 20-25 residents attended the meeting. The residents
expressed appreciation for a proposal that confirms to the HVSP density/number of lots for the
Spotorno Flat Area, and understood the proposed circulation. The main concern expressed by
attendees was the safety of Alisal Street. The applicant responded they will continue to work
with County and City to improve conditions for pedestrians.

ENVIRONMENTAL ASSESSMENT
The HVSP Environmental Impact Report, certified by the City in 1998 (State Clearinghouse
[SCH] No. 97032034, certified June 16, 1998) (1998 HVSP FEIR), evaluated the potential
environmental impacts associated with construction of 22 dwelling units in the Spotorno Flat
Area. The proposed project is consistent with the number of dwelling units evaluated in the
1998 HVSP FEIR.

California Environmental Quality Act (CEQA) Guidelines Sections 15182(a) (Projects
consistent with a Specific Plan) and 15183 (Projects Consistent with a Community Plan or
Zoning) mandate that projects consistent with the development density established by existing
zoning, community plan, or general plan policies for which an FEIR was certified (in this case,
the HVSP EIR and the 2009 City of Pleasanton General Plan 2005-2025) shall not require
additional environmental review, except as might be necessary to examine whether there are
project-specific significant effects that are peculiar to the project or its site.

An Initial Study/Consistency Checklist was prepared to determine whether and to what extent
the 1998 HVSP FEIR addresses the potential impacts of the proposed project.5 Although no
circulation period is required for this type of checklist, the City made the document available on
the City’s website and notified interested parties and neighbors of its availability.

5 Technical studies and preliminary environmental review were conducted in 2018 to evaluate a higher density 39 unit development on the
same site. To the extent the 2018 data and analysis remain relevant, it is provided for informational purposes to aid in the analysis of the
proposed project.
