The Initial Study/Consistency Checklist finds the proposed project to
be in conformance with the analysis and conclusions of the 1998 HVSP FEIR.

This determination supports the approval of the proposed project and is based on the following
criteria:
1. There are no new significant effects that were not previously evaluated in the 1998
HVSP FEIR;
3. There are no new significant off-site or cumulative impacts that were not analyzed in the
1998 HVSP FEIR, and
4. There are no adverse impacts that are more severe than those previously identified in
the 1998 HVSP FEIR.

If the Planning Commission concurs with this assessment, the Planning Commission should
recommend the City Council find that the Initial Study and consistency analysis for the project
have determined that it is consist with the HVSP, the HVSP EIR, and eligible for th e CEQA
Guidelines Sections 15182 and 15183 procedures for project review and approval.

SUMMARY/CONCLUSION
Staff finds the proposed development meets the General Plan and HVSP requirements in
terms of density, open space easement dedication, trail connections, and vehicle circulation.
The proposed design guidelines provide development standards and design criteria to ensure
new homes would be designed suitable for the semi-rural neighborhood setting. The project,
as conditioned, would help to implement the purposes of the PUD ordinance by allowing for
flexible site standards that meets the City’s General Plan and HVSP and results in a
development plan that optimizes the use of this site in a reasonably sensitive manner. The
project, as proposed, merits a favorable recommendation to the City Council.

Primary Author: Jenny Soo, Associate Planner, jsoo@cityofpleasantonca.gov

Reviewed/Approved By:
Melinda Denis, Planning and Permit Center Manager
Ellen Clark, Director of Community Development
Larissa Seto, Assistant City Attorney
