City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

112 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
site underwent contaminant remediation in 1996 and achieved regulatory closure by the California
Department of Toxic Substances Control (DTSC) in 2003. The latest available monitoring and
sampling reports indicate that perchloroethylene (PCE) concentrations have been substantially
reduced below cleanup level goals in groundwater samples from monitoring wells.25 Furthermore, a
Phase I ESA prepared for the project site did not identify any Recognized Environmental Concerns
(RECs) (see Appendix F). Development and operation of the proposed project would not expose
persons to residual hazardous materials from past uses of the project site and thus would thus not
create a significant hazard to the public or the environment. Implementation of MM I7 would not be
required. Therefore, the proposed project would not result in any peculiar effects and would not
result in new or more severe impacts related to hazardous materials sites beyond what was
previously analyzed in the 1998 HVSP FEIR.
e) Airports
Would the project: For a project located within an airport land use plan or, where such a plan has
not been adopted, within two miles of a public airport or public use airport,
would the project result in a safety hazard or excessive noise for people residing
or working in the project area?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the significance level of impacts associated with airports or an airport land use
plan.
The project site is not located in an airport influence zone as delineated in the Livermore Municipal
Airport Master Plan. The project site is not within 2 miles of a public airport or public use airport. The
nearest airport, Livermore Municipal Airport, is roughly 4.9 miles northeast of the project site. Given
the distance of the project site from the nearest local airport, and applicable air traffic and safety
regulations, the project would result in no impact with respect to air safety hazards. Therefore, the
proposed project would not result in any peculiar effects and would not result in new or more severe
impacts related to airports beyond what was previously analyzed in the 1998 HVSP FEIR.
f) Emergency Response and Evacuation
Would the project: Impair implementation of or physically interfere with an adopted emergency
response plan or emergency evacuation plan?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the significance level of impacts associated with implementation of an
emergency response plan or emergency evacuation plan.
According to the General Plan Safety Element, the Livermore-Pleasanton Fire Department ’s goal is to
respond to calls within 5 minutes 90 percent of the time. Additionally, the current best practice
adopted by the Fire Department is to measure total reflex time and define it as the time from the

25 Department of Toxic Substances Control (DTSC). n.d.
