City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 113
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
answer of the emergency call to the fire vehicle/equipment stopping at the scene. A 7-minute total
reflex time measure consists of 5 minutes travel time, plus 1 minute for dispatch processing, and 1
minute for the crew to get dressed in protective clothing and start the engine rolling.26
As discussed in Section 4.16, Public Services, the City of Pleasanton has in place several emergency
plans regarding public safety and emergency evacuations, including the General Plan Safety Element,
Emergency Management Plan (EMP), and Local Hazard Mitigation Plan. The EMP provides safety
measures for the community in the event of a natural disaster (earthquake, flood, or fire), human-
caused emergencies, or hazardous materials spill. The EMP provides a framework for coordination of
response and recovery efforts within the City in coordination with local, state and federal agencies.
The General Plan Public Safety E lement also provides information, policies, and programs directed
toward reducing the potential for human injury and loss of life, and to minimize property damage
and economic and social disruption due to natural and human-made hazards. Alameda County
Emergency Operations Plan, Pleasanton Emergency Management Plan, Local Hazard Mitigation Plan,
and the Safety Element of the 2025 General Plan do not list emergency evacuation routes. I-680
would be the most likely evacuation route to be used in the case of an emergency. The Safety
Element of the General Plan and the Emergency Operations Plan has emergency preparedness
policies and plans in case an emergency takes place.
The Livermore-Pleasanton Fire Department provides fire protection and emergency medical services
to the project site. The Fire Department is headquartered at Station No. 1, located at 3560 Nevada
Street in Pleasanton. Three of five fire stations within the City of Pleasanton are located within a 5-
mile radius of the project site: Station No. 1 at 3560 Nevada Street (1.88 miles north of the project
site), Station No. 4 at 1600 Oak Vista Parkway (1.89 miles northwest of the project site), and Station
No.5 at 1200 Machado Place (2.65 miles northeast of the project site). Consistent with the 1998
HVSP FEIR MM O1 and MM O2, the proposed project would install automatic fire sprinklers and
Class A fire-retardant roofing to ensure that impacts remain less than significant and would not use
wood shakes and shingles.
Because the proposed project would not interfere with evacuation along the routes described
above, or otherwise conflict with an adopted emergency response plan or emergency evacuation
plan, and would implement the 1998 HVSP FEIR MM O1 and MM O2, impacts would be less than
significant. Therefore, the proposed project would not result in any peculiar effects and would not
result in new or more severe impacts related to emergency response times.
g) Wildland Fires
Would the project: Expose people or structures, either directly or indirectly to a significant risk of
loss, injury or death involving wildland fires?
This question was not included in the 1998 HVSP FEIR. No determination was made regarding the
significance level of impacts related to wildland fires. Mitigation measures related to fire risk were
proposed in Public Services section of the 1998 HVSP FEIR, where wildfire was addressed at that
time.

26 City of Pleasanton. 2013.
