Implementation of the
proposed project would result fewer homes than initially contemplated by the HVSP and would not
include the development of Bypass Road and would therefore not result in greater impacts than
those analyzed in the 1998 HVSP FEIR. (As noted earlier, the first segment of the Bypass Road on
HVSP Lots 97 and 97 is not proposed; therefore, no Bypass Road is required for the subject Lot 98,
which would avoid creating an unused dead end.) The proposed project would conform to the
minimum setbacks, height limits, and floor area ratio (FAR ) requirements for the SRDR district and
with the development standards and guidelines that were adopted as mitigation measures in the
1998 HVSP FEIR. Therefore, the proposed project would be consistent with the HVSP to preserve the
semi-rural development of the HVSP, preserve open space, and maintain compatibility between
properties within the HVSP area.
Although the proposed project would convert grazing land to a non-agricultural use, this impact was
identified in the 1998 HVSP FEIR. Additionally, the 1998 HVSP FEIR included measures to maintain
compatibility between urban, residential, and agricultural uses, including MM A1, MM A2, and MM
A4. Therefore, the proposed project would not result in any peculiar effects and would not result in
new or more severe impacts related to a conflict with any land use plan, policy, or regulation beyond
what was previously analyzed in the 1998 HVSP FEIR.
FEIR Mitigation Measures
The following site development standards and guidelines were adopted as mitigation measures as
part of the 1998 HVSP FEIR.
MM A1 Land use standards, site development standards, and design guidelines apply to all
developments in the Specific Plan Area.
Timing: Land use standards for each use category, as well as some site development
standards and design guidelines for some land use categories, are defined in the
Specific Plan. Site development standards and design guidelines for the remaining
land use categories are to be defined at a (specified) later time, as detailed below in
Table 2:
Table 2: Timing of Implementation for Site Development Standards, and Design Guidelines
No. Land Use Site Development Standards Design Guidelines
4 PUD—Semi-Rural Density
Residential District (Greater Happy
Valley)
Established in Specific Plan. Established in Specific Plan.

MM A2 Agricultural uses in areas within and adjacent to the Specific Plan Area are protected
from urban encroachment by making the future owners/tenants of land within the
Plan Area aware of the nearby location and potential impacts of agricultural
operations prior to moving to the area.
