According to the 1998 HVSP FEIR, the 179 single-family homes proposed for the
HVSP planning area would have a buildout of approximately 550 new residents. The 1998 HVSP FEIR
determined that growth within the HVSP area has long been envisioned by both City and County
general plans. The 1998 HVSP FEIR concluded that there would be no adverse direct growth-inducing
impacts. Furthermore, the 1998 HVSP FEIR determined that the proposed project would contribute
to the City’s planning efforts and therefore concluded that the proposed project would not result in
adverse indirect growth-inducing impacts.
As described in Section 2, Project Description, the proposed project would allow for 22 new
residential units with 22 ADUs, which is consistent with the number of units contemplated in the
HVSP in the Spotorno Flat Area. ADUs are allowed in the HVSP as a conditional use. Under State law,
the calculation of housing density may not include ADUs. The amount of additional population
produced by the required ADUs would depend on whether the property owners decide to rent them
out, or keep them for their own purposes, such as a nanny flat or granny flat, where the occupant
would be a single person. For purposes of analysis, the larger number of two persons per unit would
be most conservative and would add 44 people to the estimated 66 residents of the primary single-
family unit, for a total of 110 persons. This is within the amount of people estimated to be added to
the area in the HVSP. Therefore, the proposed project would not result in greater population growth
than anticipated in the 1998 HVSP FEIR. Furthermore, it is expected that construction workers would
