City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 141
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
Additionally, the 1998 HVSP FEIR determined that a cumulative impact related to fire protection may
occur. In combination with other planned, proposed, and approved development, including buildout
of development anticipated by the Pleasanton General Plan, development according to the HVSP
would contribute to demands for fire protection that would eventually expose additional portions of
the fire service area to risk in the form of response times exceeding 5 minutes.
The approximately 112-acre subject property is located within the Greater Happy Valley Subarea and
the Agriculture/Open Space Subarea, which the 1998 HVSP FEIR determined is near an area of high
wildfire risk.
The Livermore-Pleasanton Fire Department provides fire protection and emergency medical services
to the project site. The Fire Department is headquartered at Station No. 1, located at 3560 Nevada
Street in Pleasanton. Three of five fire stations within the City of Pleasanton are located within a 5-
mile radius of the project site: Station No. 1 at 3560 Nevada Street (1.88 miles north of the project
site), Station No. 4 at 1600 Oak Vista Parkway (1.89 miles northwest of the project site), and Station
No.5 at 1200 Machado Place (2.65 miles northeast of the project site).
General Plan Program 10.1 states, “proposed developments not within a 5-minute travel time of a
fire station,” should be denied, “unless acceptable mitigations are provided.” Program 10.2 requires
that a system of fire hazard mitigations be developed based on the probability of occurrence and the
number of people at risk. The project site is not within a 5-minute travel time of a fire station.
Therefore, consistent with the 1998 HVSP FEIR MM O1 and MM O2, the proposed project would
install automatic fire sprinklers and Class A fire-retardant roofing to ensure that impacts remain less
than significant and would not use wood shakes and shingles.
Pursuant to the HVSP and 1998 HVSP FEIR, the proposed project would comply with the
requirements for the developer to prepare, and the City to approve, a Wildland/Urban Interface
Management Plan prior to any development in these areas.
The Fire Department would review the proposed project to ensure that all new improvements meet
state and local Building and Fire Code requirements. During this review, additional design measures
potentially needed to compensate for travel time beyond 5 minutes would be required of the
proposed project in accordance with General Plan Policy 10, Program 10.1 and 10.2. Further, once
operational, projects would be subject to the Fire Department’s inspection program, which would
ensure compliance with applicable State and local standards, including requirements for emergency
access. Additionally, the proposed project would comply with the standards contained in the current
California Fire and Building Codes requiring modern construction methods and flame-retardant
building materials.
The proposed project would not result in the need for new or expanded fire protection facilities to
serve the project site. Therefore, the proposed project would not result in any peculiar effects and
would not result in new or more severe impacts related to Fire Department facilities beyond what
was previously analyzed in the 1998 HVSP FEIR.
