The 1998
HVSP FEIR determined that the project would affect staffing but would result in no physical changes
to the environment, and that no mitigation measures are required.
The Police Department provides police protection within the Pleasanton city limits. The Police
Department is currently headquartered at 4833 Bernal Avenue, in the City of Pleasanton,
approximately 1.6 miles from the project site. The Chief of Police oversees the entire Police
Department. The Police Department contains an Operations Division and Investigation and Support
Services Division, each managed by one Police Captain.
Development of the proposed project would increase the need for police services. Additional staffing
would be required to ensure adequate response times are needed. This impact was identified in the
1998 HVSP FEIR, which determined that this impact would be less than significant.
Program 26.2 of the General Plan requires that new development pay for police safety
improvements required of that development. In addition, General Plan Program 29.1 requires crime
reduction and public safety response features to be incorporated into the design and planning of
private and public developments. Program 29.2 requires all discretionary use permits to be
submitted to the Police Department for analysis and recommendations to reduce impacts on police
services. The proposed project would implement these General Plan Programs.
Therefore, the proposed project would not result in any peculiar effects and would not result in new
or more severe impacts related to police protection services or police facilities beyond what was
previously analyzed in the 1998 HVSP FEIR.
c) Schools
Would the project: Result in substantial adverse physical impacts associated with the provision of
new or physically altered governmental facilities, need for new or physically
altered governmental facilities, the construction of which could cause significant
environmental impacts, in order to maintain acceptable service ratios, response
times or other performance objectives for any of the public services: Schools?
