City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 143
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
No determination was made in the 1998 HVSP FEIR regarding the level of significance related to
school impacts.
The Pleasanton Unified School District (PUSD) provides kindergarten (K) through grade 12 education
to the City of Pleasanton. The PUSD serves approximately 14,864 students in nine elementary
schools, three middle schools, two comprehensive high schools, and one continuation high school.
According to the PUSD,36 student generation rates for future single-family residential development
are 0.378 for grades K–5, 0.164 for grades 6–8, and 0.173 for grades 9–12. The proposed project
would include the development of 22 single-family residential lots. The generation rate for the ADUs
was based on the district’s rates for apartments: 0.131 for K-5, 0.073 for grades 6-8, and 0.060 for
grades 9-12. Based on these student yield factors, the proposed 22 new single-family residences and
22 ADUs would be expected to generate approximately 16 total new students (11 elementary
students, six middle school students, and five high school students).
The proposed project alone would not significantly increase the demand for school facilities;
however, when coupled with other residential development projects and population growth within
the project area, the proposed project could incrementally contribute to the need for additional
school district resources. The PUSD’s School Board indicated recently that several schools will be at
or over capacity based on the most recent demographic projections, which may result in the need
for new or upgraded facilities and additional personnel. The PUSD collects mandatory school facility
fees on new development projects in accordance with Senate Bill 50 (SB 50) and related State laws.
The collection of fees offsets the cost associated with construction or expansion of school facilities,
obtaining equipment, and the hiring and training of additional personnel. SB 50 provides that
developer fees shall be the exclusive means of considering and mitigating impacts on school facilities
that occur or might occur as a result of approval of the development of real property. As part of the
project entitlement process, the project applicant will be responsible for paying its share of school
facility fees.
With payment of the development fees, impacts would be less than significant. Therefore, the
proposed project would not result in any peculiar effects and would not result in new or more severe
impacts beyond what was previously analyzed in the 1998 HVSP FEIR.
d, e) Parks and Other Public Services?
Would the project: Result in substantial adverse physical impacts associated with the provision of
new or physically altered governmental facilities, need for new or physically
altered governmental facilities, the construction of which could cause significant
environmental impacts, in order to maintain acceptable service ratios, response
times or other performance objectives for any of the public services: Parks?
Other public services?
The 1998 HVSP FEIR determined that the proposed project could result in increased demand for
parks and recreational facilities. However, impacts were determined to be less than significant

36 Pleasanton Unified School District. 7-Year Student Population Projections By Residence, Fall 2020- -Fall 2026.
