City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 147
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
improved neighborhood and community parks per 1,000 people, slightly above the national
standard and General Plan goal of 5 acres per 1,000 people.40
The closest neighborhood park to the project site is the Mission Hills Park on Junipero Drive. The
nearest community park is Centennial Community Park, located at Sunol Boulevard and Mission Drive.
The closest regional park facility is the southeastern portion of Pleasanton Ridge Regional Park.41
Additionally, the Callippe Reserve Golf Course is located immediately south of the project site within
the HVSP. The HVSP included three trails, which include Happy Valley Loop Trail, Golf Course Loop Trial,
and the Bypass Road Trail.42 Happy Valley Loop Trail and Golf Course Loop Trail are adjacent to the
project site.
The proposed project ’s impacts would be consistent with the 1998 HVSP FEIR because the project
would allow for the development of 22 residential units and 22 ADUs, which is less than the number
of residential units contemplated in the 1998 HVSP FEIR. Therefore, the demand for parks and
recreational facilities would not be greater than what was analyzed in the 1998 HVSP FEIR.
Furthermore, the proposed project would include the development of a planned trail network
(shown in Exhibit 7a) and would permanently dedicate 81 acres of open space. Trail improvements
made as part of the planned trail network would include a bicycle/pedestrian path along Westbridge
Lane and a pedestrian trail extending through the Open Space area to the eastern border to
ultimately connect to the Callippe Trail, the Spotorno Flats Trail through the proposed development
and the addition of part of the Alisal Trail, which would connect to the regional trails system as
shown in Exhibit 7b. Additionally, the Developer of the proposed project will pay Capital Facilities
Fee (previously called in lieu park and public facilities fees) for development of public facilities, such
as parks, elsewhere in the City to assist in providing sufficient park acreage.43 As such, the proposed
project would not increase the severity of impacts for recreational facilities than those previously
analyzed in the HVSP DEIR. Therefore, the proposed project would not result in any peculiar effects
or in any new or more severe impacts associated with parks and recreational facilities beyond what
was previously analyzed in the 1998 HVSP FEIR.
FEIR Mitigation Measures
None required.
Conclusion
No new significant impacts to recreation would occur. The conclusions from the 1998 HVSP FEIR
remain unchanged.

40 City of Pleasanton. 2009. 2005 General Plan 2025, Public Facilities and Community Programs Element.
