City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

158 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
The proposed project would increase vehicle traffic on a roadway that has sharp curves (Alisal Street
at Sycamore Road and at Alisal Court). Based on the impact criteria, this is a potentially significant
impact as the project could increase traffic conflicts due to an existing design feature.
The City of Pleasanton will impose a condition of approval on the project to complete a process
involving the city and neighbors to identify and install additional traffic-calming measures along
Alisal Street at Sycamore Road and at Alisal Court that are consistent with the rural nature of the
roadway. The design of new traffic-calming measure and/or modification of the existing traffic-
calming measures will be consistent with the City’s Neighborhood Traffic Calming Program.
Installation of traffic-calming measures would be consistent with the intent of MM B1, MM B5, and
MM B6 of the 1998 HVSP FEIR and provide a safer roadway design.
Therefore, with implementation of the traffic-calming features, the proposed project would not
result in any peculiar effects and would not result in new or more severe impacts related to roadway
safety hazards beyond what was previously analyzed in the 1998 HVSP FEIR.
d) Emergency Access
Would the project: Result in inadequate emergency access?
This question was not included in the 1998 HVSP FEIR. No determination was made in the 1998
HVSP FEIR regarding the level of significance related to the adequacy of emergency access on the
project site.
Access to the project site is proposed from Spotorno Ranch Drive, which would connect to
Westbridge Lane and Alisal Street. The design of the proposed project and associated infrastructure
would be consistent with California Building Standard Codes and applicable provisions of the
California Fire Code with regard to fire and emergency access. Additionally, consistent with MM B5
of the 1998 HVSP FEIR, the proposed project would implement emergency vehicle access routes in
the project area. Furthermore, the project site is approximately 3.5 miles to the nearest fire station,
Station No. 1, located at the intersection of Nevada Street and Bernal Avenue, which can be
accessed via Alisal Street. The project site has two main access points for emergency vehicles, one
from Alisal Street and one from Westbridge Lane, which can serve as access point for emergency
vehicles. The project is expected to provide a minimum of 20-feet clear width on Spotorno Ranch
Road, meeting the regulations for emergency vehicles widths. Therefore, the proposed project
would provide adequate emergency access.
Compliance with the California Building Standard Codes, the California Fire Code, and MM B5 would
ensure the proposed project would have adequate emergency access. Therefore, the proposed
project would not result in any peculiar effects and would not result in new or more severe impacts
related to roadway safety hazards beyond what was previously analyzed in the 1998 HVSP FEIR.
FEIR Mitigation Measures
The following mitigation measures were included the 1998 HVSP FEIR. These mitigation measures
will be carried forward as Conditions of Approval for the proposed project.
