City of Pleasanton–Spotorno Ranch Reduced Development Project
Initial Study/Consistency Checklist Environmental Checklist

FirstCarbon Solutions 161
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
with construction activities, as well as disruption of normal traffic, could occur. Environmental effects
that may occur from the construction of the water system, including impacts related to noise,
transportation, dust and erosion, cultural resources, and biological resources were identified and
addressed in the 1998 HVSP FEIR. According to the 1998 HVSP FEIR, no mitigation measures were
required.
Additionally, the 1998 HVSP FEIR found that the water demand of the HVSP project, together with
demand generated by other future development, would contribute to Zone 7’s anticipated need to
expand its available water resources in order to meet buildout water needs of its service area.
Therefore, the 1998 HVSP FEIR found that this would be a significant cumulative impact.
The City of Pleasanton acts as a water retailer to the City and the project site. The City of Pleasanton
has three water supply systems: Purchased or imported water from Zone 7, Groundwater, and
Recycled Water. Approximately 80 percent of water supply is purchased from Zone 7 Water Agency,
and the remaining approximate 20 percent from three groundwater wells that are owned and
operated by the City. Recycled water represents less than 8 percent of the City’s water usage.
The proposed project would be expected to generate 110 new residents. Daily per capita water uses
in 2015 was 141 gallons per capita per day (GPCD).44 Based on this rate, the estimated 110 new
residents would use an estimated 15,510 gallons per day (GPD), which is 5,661,150 gallons per year,
or 17.32 AFY. The actual water supply volume for the City in 2015 totaled 11,459 acre-feet and is
projected to increase to 18,500 acre-feet in 2025. The projected 17.37 AFY represents approximately
0.09 percent of the 2025 water supply for the City of Pleasanton. Thus, the City has adequate water
supply for the proposed project.
The HVSP estimated that the water demands associated with the single-family homes would total
506,327 gallons per peak day for the total residential uses in the Specific Plan with implementation
of MM E1 and MM E3.45 With the Golf Course, the 1998 HVSP FEIR determined that the demand
would be 1,506,327 gallons per peak day. The projected daily water usage of 9,306 GPD for the
proposed project is well below the threshold previously discussed in the 1998 HVSP FEIR. The
project’s future water requirements would represent a nominal increase in the City’s estimated
future water demand. All future scenarios analyzed in the Urban Water Management Plan, including
the project’s water requirements, would be met through a combination of existing and planned
entitlements. Additionally, the proposed project would comply with MM E1 and MM E3 as outlined
in the 1998 HVSP MMRP, which are designed to reduce water use and the impacts of new water
infrastructure resulting from buildout of the residential component of the HVSP, as conditions of
approval. Therefore, the proposed project would not result in impacts related to potable water
supply beyond those previously analyzed in the 1998 HVSP FEIR. No further analysis is required.

44 Drayer, E.T., Connell, J.P. 2016. City of Pleasanton 2015 Urban Water Management Plan, Final – June 2016.
