City of Pleasanton–Spotorno Ranch Reduced Development Project
Environmental Checklist Initial Study/Consistency Checklist

172 FirstCarbon Solutions
https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx
c) Infrastructure that Exacerbates Fire Risk
Would the project: If located in or near State Responsibility Areas or lands classified as very high fire
hazard severity zones, require the installation or maintenance of associated
infrastructure (such as roads, fuel breaks, emergency water sources, power lines
or other utilities) that may exacerbate fire risk or that may result in temporary
or ongoing impacts to the environment?
This question was not included in the 1998 HVSP FEIR. No determination was made regarding the
significance level of impacts related to infrastructure that may exacerbate wildfire risk.
As previously discussed, the design of the proposed project and associated infrastructure would be
consistent with the CBC and applicable provisions of the California Fire Code with regard to fire and
emergency access and building materials, as well as the project’s conditions of approval pursuant to
the 1998 HVSP FEIR, and the requirements of the General Plan Public Safety Element for areas within
a special fire protection area. Therefore, impacts related to infrastructure that could exacerbate fire
risk would be less than significant. The proposed project would not result in any peculiar effects and
would not result in new or more severe impacts related to the project’s potential to expose
occupants to pollutant concentrations from wildfire beyond what was previously analyzed in the
1998 HVSP FEIR.
d) Flooding and Landslide Hazards Due to Post-fire Slope Instability/Drainage Changes
Would the project: If located in or near State Responsibility Areas or lands classified as very high fire
hazard severity zones ,expose people or structures to significant risks, including
downslope or downstream flooding or landslides, as a result of runoff, post-fire
slope instability, or drainage changes?
Define impact. This question was not included in the 1998 HVSP FEIR. No determination was made
regarding the significance level of impacts related to post-fire slope instability or drainage changes.
The proposed residential units would be constructed in compliance with the California Fire Code
with regard to access and building materials such as tile or other fire-resistant roofing. All driveways
and internal roadways would be designed in accordance with the City’s Standards and Specifications
guidebook to accommodate large emergency vehicles such as fire engines.
The project site is located in the Moderate to High Fire Hazard Zones in the SRA 67 and is located in
Zone X, an area of minimal flood hazards.68 Additionally, the 2015 Geotechnical Report indicates that
numerous landslides have been mapped within or immediately adjacent to the project site.
Although the FEMA flood hazard maps indicate that the project site is not located within a flood-
prone area, portions of the Happy Valley Creek are known to experience occasional localized

67 California Department of Forestry and Fire Protection (CAL FIRE). 2007.
