ftod
Fire Station 6 will keep their current daily staffing of(4)personnel: (1) Fire Captain, (1)
Fire Engineer, (1)FF/PM and(1) FF/EMT. This provides a total of five fire companies
while maintaining a daily staffing level of 16 in the City of Livermore.
The fire department estimates that calls for service will continue to increase at a rate of
about 4.3%per year(16-Yr Average). As service demands increase, staffing levels will
require evaluation to ensure the fire department has the ability to safely and effectively
respond to, and mitigate the emergencies. The local has requested that as the economy
begins to improve, the city evaluate it's ability to restore the work-force back to June
2010 levels of 18 in the City of Livermore.
The changes in the staffing models leaves the fire department with(2) FF/EMT's without
permanent positions to fill. Local #1974 met with fire management to discuss ideas and
options for the placement of these (2)personnel. The placement of these personnel into
FF/PM positions requires agreements from Local#1974 to operate outside the scope of
the M.O.U. Specifically, M.O.U. sections: 6.3 - Shift and Station Assignments; 7.2—
Procedures for filling Absences; 12.2—Paramedic Staffing.
Labor and fire management have agreed to the following staffing procedures to provide
Advanced Life Support(paramedics) on all fire companies. These agreements will
remain in effect until such time as the two FF/EMT's have permanent positions or the
current contract expires, currently December 31, 2011.
1. On or about the 1st of February 2011, the FF/EMT's will bid station and shift
assignments for the spots available: Stations 2, 3, 4 and 6.
2. Upon the completion of the bids, the two FF/EMT's not being awarded permanent
bid spots will be administratively placed in open FF/PM positions. This will
create fire companies without paramedic coverage.
3. Once it is determined which fire companies require paramedics, Fire Engineers,
who are licensed in the state and accredited in Alameda County as a paramedic,
may bid based on rank seniority to move temporarily to the stations requiring
ALS coverage due to the FF/EMT placement. The engineers will not lose their
permanent bid spot and will receive the paramedic incentive as outlined in the
M.O.U.; Section 12.6. The Fire Engineers will return to their permanent bid spots
upon the FF/EMT vacating the FF/PM spot.
NOTE: It is understood that labor and fire management will identify the station
that best meets the needs of the fire department for placement of the medics of
• rank.
