Landscaping
While 23 trees, including 13 heritage trees, are proposed for removal to accommodate
the new homes, garages and site improvements, the applicant has made an effort to
retain most Heritage trees on-site — 24 heritage trees would remain on site. Staff finds
given the extensive planting plan, including approximately 14 replacement 24 -gallon live
oaks to be planted, and payment of in -lieu fees, the proposed tree removal has been
adequately mitigated and is acceptable. The proposed landscaping will plant new trees
that will be in better health and condition than the trees proposed to be removed, soften
the mass of the proposed houses, and provide a landscape buffer screening of the
proposed residences from Sycamore Road.
Building Design
The proposed residences are designed in a "Spanish Eclectic/Ranch Hacienda" inspired
design. The hip and valley roof forms are accented by decorative eave brackets and
rafter tails. Other materials incorporated in the design include stone, stucco siding and
slate roofing for parcel A and terracotta tile for Parcel B. The architectural style and
detailing of the proposed residences are compatible with the neighborhood. Further,
staff finds each home has been designed with varying architectural elevations including
different material and color palettes to provide an appealing street presence and
appearance.
Given the proposed home's large setbacks, extensive landscaping, and well -articulated
building design, the proposed homes meet the intent of the R-1-40,000 District and
NSSP in terms of scale and massing.
The proposed building designs meet the NSSP design guidelines in the following ways:
• Structures should be designed to harmonize with the natural setting and
neighboring homes. All structures shall reflect a high standard of architectural
design.
Stone and treated wood are encouraged exterior surfaces.
Fencing
The NSSP provides the following guideline in relation to fences in the PUD -A district:
■ A uniform fencing treatment is required for new fences. Fences along Sycamore
Road should be a maximum of 4 -foot in height and of split rail construction.
The existing fence along Sycamore Road is a dilapidated white wood and chain link
fence. The applicant is proposing to remove this fence and replace it with a four -foot tall
wood split -rail fence painted white with unpainted wire mesh backing. Staff finds the
proposed fence meets the intent of the NSSP guideline in terms of design and style and
will not conflict with the neighborhood, which today reflects a range of different fencing
PUD -145, 535 Sycamore Rd.
