City of Pleasanton
3200 Hopyard Road Project
3
For environmental issue areas not covered in an existing study prepared for the project, Rincon will
use readily available information and conduct impact analysis for the proposed project to make the
appropriate impact findings. Examples of readily available information that will be consulted include
the state maps of wildfire hazard zones, maps of state scenic highways, state farmland mapping, and
state databases of hazardous contamination sites.
Rincon will address each of the 21 CEQA issue areas listed in Appendix G of the CEQA Guidelines in
the consistency checklist; however, the analysis will focus on key issues. Key issues are the issues
which Rincon has tentatively identified as potentially present at the project site and most affected by
the proposed project. The issues which Rincon has tentatively identified as key issues include:
 Aesthetics
 Air Quality
 Biological Resources
 Cultural Resources
 Hazards and Hazardous Materials
 Hydrology and Water Quality
 Noise
 Transportation
Rincon’s proposed approach to key issue areas are described below. Generally, where appropriate,
impacts will be quantified and compared to quantitative significance thresholds and/or the
conclusions of the General Plan EIR. Rincon will demonstrate that the project’s impacts would be
consistent with those studied in the prior documents through direct comparison of the proposed
project with City’s General Plan land use and buildout assumptions modeled and discussed in the
General Plan EIR.
Aesthetics
Currently the project site is mostly characterized by a single building with architecture typical
of churches and flat, open areas suitable for parking. The project would demolish this and
convert the site to nine residential buildings with outdoor amenities, changing the appearance
of the project site. Rincon will consult site plans and elevations and the City’s General Plan EIR
and the Pleasanton Municipal Code to determine whether the project may have a significant
impact on aesthetics. This scope of work does not include preparing renderings or visual
simulations of the proposed project.
Air Quality
The project has the potential to generate air quality criteria pollutants emissions from project
construction and operation. The air quality analysis will analyze emissions for consistency with
the City’s General Plan EIR, Bay Area Air Quality Management District 2017 Clean Air Plan, and
Bay Area Air Quality Management District Guidelines. Emissions will not be quantified by
Rincon. The quantity of emissions generated by the project will be derived from the applicant
provided Air Quality Report (Ascent Environmental, March 2023).
Biological Resources
The project site is developed with a church and associated surface parking and not suitable
habitat for special-status plants and wildlife.
