City of Pleasanton
3200 Hopyard Road Project
4
the site, wetlands and riparian zones do not occur. However, a handful of trees exists on-site,
generally at the perimeter of the site boundary. Accordingly, this section of the analysis will
focus on the potential for tree removal during demolition and project construction and whether
this tree removal would conflict with applicable policies and ordinances, such as the City’s tree
preservation ordinance. The analysis will be informed by the applicant-provided arborist report
(Buena Vista Tree Service 2023). Potential impacts will be considered in context with the tree
removal impacts described in the City’s General Plan EIR.
Although riparian zones and surface waters do not occur on the project site, the site is adjacent
to the Pleasanton Canal. Based on aerial photography, the canal is vegetated and routinely or
regularly contains water. Accordingly, this section will also assess indirect impacts on the
biological resources of the canal, such as the potential for erosion from construction to bury
vegetation along the canal or project noise to impact wildlife using the canal.
Cultural Resources
The proposed project would require ground disturbance associated with demolition and
construction activities. Therefore, to characterize the cultural resources sensitivity of the area,
Rincon will perform a search of the California Historical Resources Information System. The
proposed project would additionally require the demolition of an existing on-site building and
parking lot which appear based on cursory desktop review, to date to the historic period.
Therefore, in accordance with California Office of Historic Preservation Guidance, Rincon will
record and evaluate the property on California Department of Parks and Recreation 523 Series
Forms (DPR forms). Rincon will summarize the methods and results of the tasks summarized
above, in addition to a cultural resources field survey, in a memorandum, which will additionally
discuss the potential of the project to result in impacts to historical and archaeological
resources. The memorandum will be submitted to the City electronically; this scope and cost
includes addressing one round of comment from the city. In the consistency checklist, potential
impacts of the project on historical and archaeological resources will be compared to the
historical and archaeological impacts identified in the prior CEQA documents, such as the EIR
for the City’s General Plan to determine consistency. This scope and cost include the
recordation and evaluation of one property and assume that no cultural resources will be
identified.
Hazards and Hazardous Materials
The project site does not appear on the Department of Toxic Substances Control’s database
of hazardous contamination sites, known as “EnviroStor.” Accordingly, this section will focus
on potential impacts associated with hazardous materials used for project construction or
potential for hazardous materials to occur on site at levels not reported to EnviroStor. This
section will be primarily informed by the applicant provided Phase I Environmental Site
Assessment (Cornerstone Earth Group 2022). The potential impacts will be compared to or
analyzed in context with hazardous material impacts discussed in the City’s General Plan EIR.
Hydrology and Water Quality
The project site is developed with a church and associated parking, although much of the
surface parking consists of a permeable gravel lot. The proposed project would increase the
amount of impermeable surface area on the project site, potentially leading to more
stormwater runoff. Accordingly, this section will evaluate whether the project would result in
more hydrology and water quality impacts than was envisioned through buildout of the City’s
current General Plan. Impacts will be compared to those discussed in the General Plan EIR.
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
