City of Pleasanton
3200 Hopyard Road Project
5
Noise
Residential land uses generally do not produce substantial sources of noise. However, routine
residential activities such as lawn maintenance, children playing, and music/TV often
characterize residential land uses, like the proposed project. Additionally, project construction
would require heavy machinery that generates noise. The analysis of potential impacts from
these noise sources will be based standard equipment noise levels published by the Federal
Transit Administration and standard noise attenuation rates. Project impacts will be compared
to noise impacts in the City’s General Plan EIR.
Transportation
The transportation analysis will rely on a Traffic Impact Study to be provided to Rincon by either
the City of Pleasanton or the project applicant. Rincon assumes the Transportation Impact
Study will address CEQA impacts preferred by the City, such as vehicle miles traveled (VMT)
impacts or level-of-service (LOS) impacts.
Rincon will submit an electronic copy of the Administrative Draft Consistency Checklist to the City of
Pleasanton in MS Word format, although appendices and supporting documentation prepared by
others will be provided in their original format, such as PDF or JPEG.
Task 4 Final Consistency Checklist
Rincon will respond to a single and round of consolidated comments from the City on the
Administrative Draft Consistency Checklist. The revised document will be formatted into the Final
Consistency Checklist. The Final Consistency Checklist does not require public review, assuming the
checklist analysis results determine that impacts are not peculiar to the parcel or to the project, have
been addressed as a significant effect in the prior EIR, or can be substantially mitigated by the
imposition of uniformly applied development policies or standards. Accordingly, the Final Consistency
Checklist will be provided to the City in MS Word format to facilitate incorporating the document or
excerpts of the document in staff reports for the project. At the request of the City, the Final
Consistency Checklist can also be provided in PDF format. This scope of work does not include
providing printed copies of the Consistency Checklist or preparing staff reports, although these tasks
can be added at an additional cost on request.
Task 5 Public Hearings
Rincon will attend up to two public hearings on the project, which may be in virtual format or in-person.
This scope assumes that Rincon will be available at the hearings to describe the Section 15183
process and answer specific questions about project consistency with the General Plan EIR. This scope
of work assumes Rincon will not prepare a presentation for the hearings.
If the project is approved, Rincon will prepare a Notice of Determination for City review and filing with
the County Clerk. The City or project applicant will be responsible for payment of the applicable filing
fees (including Department of Fish & Wildlife fees).
Task 6 Project Management
This task includes management and coordination throughout the duration of the project, including
coordination with City staff; project oversight; budget and schedule management; and project
accounting including billing and accounts receivable efforts.
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
