4

Proposal
• Arborist Report
• Geotechnical Investigation
• Environmental Noise Study
• Phase I Environmental Site Assessment (Phase I ESA)
• Transportation Assessment
This Scope assumes that FCS will not have substantive comments on the applicant-provided technical
studies, no additional rounds of review will be required, and no Peer Review Memorandum will be
necessary. If deemed necessary, FCS can provide a Peer Review Memorandum and review updated
studies to ensure requested changes have been made as part of a separate scope and fee. A site visit to
confirm information provided as part of the BRA and Arborist Report is included as part of this task. This
Scope assumes that the City will provide peer review of the Transportation Assessment.
Task 4: Preparation of Technical Analysis
Subtask 4.1: Cultural Resources Analysis
FCS will assess the potential for existing and undiscovered cultural resources at the project site, the
results of which will be incorporated directly into the IS/Consistency Checklist. The Cultural Resources
section of the IS/Consistency Checklist will detail the results of the field investigation, record searches,
and any additional resources discovered as a result of the analysis. This section will include
recommendations for further study and/or impact reduction measures within the project site, as
needed. Copies of all correspondence and site survey photographs will be included in the appendices of
the document.
Record Searches
FCS will conduct a records search at the Northwest Information Center affiliated with Sonoma State
University and located in Rohnert Park, the project site, and its vicinity. The record search will include a
search of previous studies and identified cultural resources within the project site and a 1/2-mile radius.
The National Register of Historic Places, the California Register of Historical Resources, the California
Built Environment Resource Directory, the California Historical Landmarks listings, the California Points of
Historical Interest listings, the Historic Property Data File, as well as historic maps and photographs will
be consulted along with other pertinent historic data. FCS will also attempt to locate and contact local
historical societies that may have additional information about the project site, or interest in the
proposed project.
A letter will be sent requesting the Native American Heritage Commission (NAHC) search their Sacred
Lands File and provide recommendations on any Native American concerns. From the Native American
representatives list provided by the NAHC, letters will be sent to each tribal representative requesting
any additional information they may have about the project site. Please note that this process is for
information gathering purposes to support conclusions made within the CEQA document and does not
constitute consultation pursuant to Public Resources Code Sections 21080.3.1 and 21080.3.2 (AB 52).
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
