5

Proposal
Compliance with tribal notification and consultation under AB 52 are the responsibilities of lead agencies
under CEQA, and FCS is available to provide additional consultation assistance upon request.

A review of the geology and paleontology of the project site as reported in scientific literature and a
records search of the Regional Paleontological Locality Inventory at the University of California, Berkeley
will also be requested. The results of the paleontological records search will be summarized in the
Geology and Soils section of the IS/Consistency Checklist.
Cultural Resources Field Survey
A pedestrian field survey will be conducted for the project site by an FCS Project Archaeologist utilizing
standard 15-meter transect intervals and will include all portions of the project site, where possible.
The existing church appears to be over 45 years in age. This Scope assumes no historic buildings or
precontact archaeological resources will require additional documentation or evaluation. Any
unassessed cultural resources, including archaeological sites, historical sites, buildings, structures,
objects, landscapes, or complexes of historic age identified during the study will need to be assessed for
significance and recorded on appropriate Department of Parks and Recreation (DPR) 523 forms. Should
initial study reveal that a more detailed assessment (i.e., historic context statement, laboratory analysis,
architectural assessment, archaeological testing, etc.) is required to properly record the resources, a
stand-alone cultural resources report will be written to accompany the CEQA document. It is currently
assumed that no cultural resources will require assessment and subsequent recordation on DPR 523
forms, and that a stand-alone report will not be required. Recordation and assessment costs are highly
dependent on what is found and will be addressed in a separate scope of work, if required.

Subtask 4.2: Greenhouse Gas Emissions and Energy Analyses
FCS will prepare a greenhouse gas (GHG) emissions and energy analysis to evaluate project-related
construction and operational activities. The analysis will be wholly contained in the appropriate sections
of the CEQA document with any relevant supporting technical data appended to the document. The
evaluation will consist of the following tasks:
Greenhouse Gas Emissions Analysis
Potential GHG impacts will be evaluated using the significance thresholds recommended by the
BAAQMD. In accordance with CEQA Guidelines Section 15183.5(b) and BAAQMD CEQA Air Quality
Guidelines, the City of Pleasanton’s Climate Action Plan (CAP) 2.0 is a qualified reduction strategy. As
such, FCS will analyze project consistency with the goals established by the CAP 2.0 as the basis for the
GHG analysis. This Scope assumes no quantification of GHG emissions would be necessary.
Additional measures or design considerations will be proposed, as necessary, to reduce potential
impacts.
DocuSign Envelope ID: FE1B6497-6527-4DEE-8F28-BF9999E929AA
