FOR THE AUGUSTIN BERNAL MOUNTAIN BIKE TRAIL
PROJECT, CIP NO. 20771

SUMMARY
The Augustin Bernal Mountain Bike Trail Project consisted of a 0.7-mile downhill-only
mountain bike trail from the upper portion of Augustin Bernal Community Park down to the
staging area/parking lot, along with environmental mitigation measures. Construction of the
project, which occurred from May to November 2023, is now complete to the satisfaction of the
Interim Director of Public Works, and staff recommends the City Council accept the project as
complete.

RECOMMENDATION
1. Accept the project as complete and authorize the City Clerk to file a Notice of
Completion.
2. Authorize release of the retention in the amount of $10,931 to Paulson Cox
Construction, Inc. 30 days after the recordation of the Notice of Completion.
3. Authorize the return of the project’s balance of $120,866 to General Trail Improvements
and Development, CIP No. 01737 (Fund 222).

BACKGROUND
The Augustin Bernal Mountain bike trail is a one-way, 0.7-mile downhill-only winding
“technical” mountain bike trail with banked turns and grade changes extending from the top of
Augustin Bernal Park, across a segment of the Golden Eagle Homeowners Association
(GEHOA) property and down to the park staging area.

The trail was selected as one of the top trail priorities during the 2019 Trails Master Plan
update process to provide mountain bikers with a challenging and fun alternative downhill
route to help avoid conflicts between hikers and mountain bikers at Augustin Bernal Park.

Shortly following the approval of the Trails Master Plan, the project was funded as part of the
2019/20 CIP program. The environmental review and design process started in late 2020, with
both the environmental documentation and trail design performed by Dudek, and was
completed in mid-2022. The City and GEHOA finalized their public trail easement agreement in
November 2022, which allowed the trail to cross over the section of GEHOA property between
the top of the trail and the parking lot. The Notice of Determination for the project was filed on
March 23, 2023, to meet California Environmental Quality Act requirements.

On February 7, 2023, the City Council awarded the construction contract for the Augustin
Page 39 of 554
