Council also authorized the Director of Engineering to approve and execute change
orders up to the not-to-exceed amount of $53,000; authorized the City Manager to approve
Amendment No. 4 to the professional services agreement with Dudek in the amount of
$76,319; and approved the transfer of $359,026 from the General Trail Improvements and
Development, CIP No. 01737 (Fund 222 – Park Development Impact Fees) to fund
construction.

DISCUSSION
Construction of the trail project began on May 15, 2023; the trail was substantially completed
on June 21, 2023, and the associated environmental mitigation work was completed in
November 2023. Dudek provided a biologist specializing in herpetology (the scientific study of
amphibians and reptiles) to be on-site during any clearing or grading work during construction.
A final balancing change order for the project removed $53,500 in trail decommissioning work
as the design team determined that fencing at the beginning of decommissioned trails was a
sufficient deterrent without fencing at the end of the decommissioned trails. Additionally, the
project’s biologist determined that leaving logs and boulders in place, rather than using them to
block decommissioned trails, better supported herpetological habitat and that the fencing,
“sensitive habitat” signage, and “ripping” the trails (penetrating the compacted soil through
mechanical means to break up and loosen the soil) was sufficient mitigation.

EQUITY AND SUSTAINABILITY
The mountain bike trail was constructed to provide residents with another recreational
opportunity and help to alleviate conflicts between hikers, bikers, and equestrians. The
downhill-and-mountain-bike-only trail is the first trail of its kind in Pleasanton’s trail system and
was designed to address potential erosion issues, improving the trail's sustainability. It is
intended to be challenging and enjoyable enough to limit other destructive, unlawful trail
construction in the park, limiting environmental damage.

OUTREACH
Signage was posted at the trailhead and in the Augustin Bernal Park parking lot, notifying trail
users of the construction project and trail closure. The trail’s construction was posted on the
City’s website and shared with the community via social media. Additionally, the Golden Eagle
Homeowner’s Association was notified of the trail construction project, and notifications were
sent to all property owners and occupants within 300 feet of the project. Staff also met with one
of the adjacent property owners to walk the trail to discuss and address their concerns
regarding the project.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) to
complete design and construction of budgeted capital projects and Strategy 7 – Continue to
invest in parks, bicycle, and pedestrian infrastructure, and public art to improve traffic safety,
promote climate resilience, and increase equitable access to cultural and recreational
opportunities.

FISCAL IMPACT
The construction cost was $218,617, including the original construction contract award of
Page 40 of 554
