Prioritization 44 CFR requires actions identified in the action plan to be prioritized (Section 201.c.3.iii). The planning team and steering committee developed a methodology for prioritizing the action plans that meets the needs of the partnership and the requirements of 44 CFR. All identified actions were prioritized in two categories— implementation and grant pursuit—as defined by the following criteria: • Implementation priority ➢ High Priority—An action that meets multiple objectives, has benefits that exceed costs, and has a designated source of funding. Action can be completed in the short term (1 to 5 years). The key factors for high-priority actions are that they have designated funding sources and can be completed in the short term. ➢ Medium Priority—An action that meets multiple objectives, has benefits that exceed costs, and does not have a designated source of funding but is eligible for funding. Action can be completed in the short term (1 to 5 years) once funding is secured. The key factors for medium-priority actions are that they are eligible for funding though no specific funding source has been designated, and they can be completed within the short term. Medium-priority actions become high-priority actions once funding is secured. ➢ Low Priority—An action that will mitigate the risk of a hazard, has benefits that do not exceed the costs or are difficult to quantify, has no designated source of funding, and is not eligible for any known grant funding. Action can be completed in the long term (1 to 10 years). Low-priority actions are generally “wish-list” actions. Their financing is unknown, and they have a long-term timeframe for completion. These actions may be eligible for grant funding from programs that have not yet been identified. • Grant pursuit priority ➢ High Priority—An action that meets identified grant eligibility requirements, has high benefits, and is listed as high or medium priority; local funding options are unavailable or available local funds could be used instead for actions that are not eligible for grant funding. ➢ Medium Priority—An action that meets identified grant eligibility requirements, has medium or low benefits, and is listed as medium or low priority; local funding options are unavailable. ➢ Low Priority—An action that has not been identified as meeting any grant eligibility requirements.
