On July 19, 2022, the City Council
approved a lease agreement with Union Pacific Railroad that allows for the continued use of
the western half of the parking lot and for the area to be improved.

On December 20, 2022, the City Council awarded the construction contract to the lowest
responsible bidder, JJ Construction & Design, Inc., in the amount of $118,000 and authorized
the Director of Engineering to approve change orders up to the project contingency amount of
$19,495 (approximately 17 percent of the contract).

DISCUSSION
To improve safety, add ADA-compliant parking, and address residents' concerns, the project
installed five decorative lights, constructed two accessible parking stalls, installed wheel stops
and striping for 41 parking spots, and replaced approximately 135 linear feet of wooden fence
on the east side of the parking lot. The existing 16,000-square-foot gravel parking lot was
regraded, and a dust palliative was placed. In addition, two streetlights were installed on St
Mary Street, between the parking lot and Peters Avenue, to improve lighting on the sidewalk.
JJ Construction installed parking lot lighting, fencing, grading, and dust palliative.

The Public Works Department purchased and installed the wheel stops, placed striping, and
installed a concrete pad for ADA-compliant parking, a concrete driving approach and signage;
to address concerns with cut-through traffic a wooden railing was installed at the south end of
the parking lot entrance by Division Street to eliminate cut-through traffic access. The wheel
stops narrowed the open area of the parking lot, discouraging and reducing vehicles from
performing donut turns within the lot.

The project was completed at the contract amount without any change orders.

EQUITY AND SUSTAINABILITY
Approval of this action advances the City's Climate Action Plan (CAP) – Materials &
Consumption strategy – Reduce GHG emissions from materials management and
consumption, supporting regional waste reduction efforts, as recycled aggregates and LED
lighting were utilized.

OUTREACH
Nearby residents were informed by mail during the design and prior to the start of construction.
In response, work was added to the project during construction to address resident concerns
regarding cut-through parking lot traffic.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton strategic plan goal of Investing in Our
Environment, Strategy 1 – Implement the four-year Capital Improvement Program (CIP) to
complete design and construction of budgeted capital projects and part of the Downtown
Parking Strategy and Implementation Plan adopted by City Council on April 18, 2017.
