City of Pleasanton—Merritt Property Project
Consistency Checklist 15183 Consistency Checklist

86
soils data and the buried the buried archaeological site sensitivity analysis
developed for Caltrans 14 for this region indicate the project site is in
Quaternary soils and in an area considered to be highly sensitive for buried
precontact archaeological resources. Therefore, it is possible that ground-
disturbing activities could result in inadvertent discovery of unrecorded
archaeological resources.
The Housing Element Update FEIR concluded that compliance with
applicable current federal, State, and local laws, along with the applicable
regulations of the Municipal Code would ensure that future development
projects are appropriately reviewed and designed in terms of potential
impacts to archaeological resources. FCS identified project-specific
requirements based on the results of the records search, geological review,
and pedestrian survey. In compliance with General Plan Programs 5.1 and
5.2, FCS determined that archaeological and Tribal Cultural Resources (TCR)
training for construction staff shall be required prior to the start of any ground-
disturbing activities. Furthermore, it is recommended that a qualified
Archaeologist be present to monitor during the clearing and grubbing
phases of ground disturbance to check for the inadvertent exposure of
possible cultural materials. In the event exposed soils indicate cultural
materials may be present, this may be followed by regular or periodic
archaeological monitoring as determined by the Archaeologist, but full-time
archaeological monitoring is not recommended at this time.
The proposed project would also be required to follow the City’s standard
condition of approval that all construction stop if cultural resources are
uncovered during excavation. In this case, procedures for inadvertent
discovery are required under federal, State, and local laws. Therefore, the
development of the site as proposed would not result in environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.

14 Byrd, Brian F., Adrian R., Whitaker, Patricia J.
