DISCUSSION
St. Francis Electric has maintained traffic signals for several Bay Area and Central Valley
agencies since 2015 and has provided signal maintenance and emergency repair services for
the City since 2021. St. Francis’ work in routine traffic signal maintenance includes reviewing
proper equipment functionality and operations, cleaning, visual inspection of signal and
pedestrian heads, safety lighting, verifying operations of pedestrian push buttons, and ensuring
equipment is properly fastened and secured. St. Francis also performs signal upgrades and
emergency repairs that are not included in routine preventative maintenance, such as repairing
signals that have been knocked down and upgrading video detection cameras. The terms of
the original agreement allow contract extensions of up to two additional one-year terms. The
first extension extended the term to June 30, 2024. Approving the Second Amendment as
proposed extends the contract term until June 30, 2025.

In addition to extending the maintenance services term by one year, to account for Consumer
Price Index increases the proposed Second Amendment updates the monthly flat rate for
routine maintenance per intersection to $136.24, and the monthly flat rate per beacon and in-
pavement lights to $65.40. The amendment will also clarify the agreement by adding a not-to-
exceed amount of $500,000 annually for the cumulative costs for routine maintenance, signal
upgrades, and emergency repairs. For reference, the table below summarizes the annual
signal maintenance, signal upgrades, and emergency repair expenditures for the past five
years. As shown, historically, the total annual expenditures have not exceeded $500,000:

Year Total Annual Expenditure for Routine Maintenance, Signal Upgrades,
and Emergency Repairs
2023 $481,122
2022 $488,768
2021 $447,315
2020 $493,731
2019 $495,858

EQUITY AND SUSTAINABILITY
Not applicable, as this item is a routine matter of City business.

OUTREACH
No outreach was conducted, as this item is a routine matter of City business.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the Citywide strategic goal of Investing in Our Environment,
Strategy 2 - Develop an Asset Management Plan to address comprehensive long-term
planning for maintenance, renovation, repair and/or replacement of infrastructure and public
facilities, as this action will support maintaining the state of good repair and ensure proper
operation of the traffic signal system citywide.

Page 141 of 448Page 150 of 557
