City of Pleasanton
475 and 493 St. John Street Mixed-Use Project

36
Impacts of the Barone’s Project
Greenhouse Gas Emissions
The Barone’s project’s construction and operational GHG emissions were estimated using
CalEEMod, version 2022.1. In accordance with Association of Environmental Professional’s (AEP)
recommendation, GHG emissions from construction of the proposed project were amortized over a
30-year period and added to annual operational emissions to determine the project’s annual GHG
emissions (AEP 2016). Operational emissions modeled include mobile source emissions, energy
emissions, area emissions, refrigerant emissions, water and waste emissions. The trip generation
rates for single family and commercial land uses were based on average trip rates from the Institute
of Transportation Engineers (ITE) 10th edition of the Trip Generation Manual (CAPCOA 2022)
Emissions attributed to energy use include electricity and natural gas consumption by appliances as
well as for space and water heating. The project would add 3.0kilowatt PV systems for each of the
14 proposed single-family residences. It is assumed 12 kilowatts-hours per day would be generated
per 3.0 kilowatt PV systems (Energy Matters 2023). Area source emissions are generated by
landscape maintenance equipment, consumer products, and architectural coatings. The thresholds
of significance used to evaluate the significance of GHG emissions under the proposed project are
consistent with the recently adopted City of Pleasanton Climate Action Plan (CAP) emission
reduction targets. The CAP set a target of 4.1 MT of CO2e per capita by 2030. Analysis of the
Barone’s project utilizes this target for evaluating the net change in GHG emissions as compared to
existing conditions.
The DSP EIR found GHG emissions would not achieve the 2040 efficiency threshold of 1.7 MT of
CO2e and impacts would be significant and unavoidable. As shown in Table 6, construction
associated with the Barone’s project would generate 969 MT of CO2e. Amortized over a 30-year
period pursuant to AEP guidance, construction associated with the project would generate 32 MT of
CO2e per year. As shown in Table 7, the Barone’s project would generate a net increase over the
existing use of approximately 23 MT of CO2e per year during operation. Total emissions (amortized
construction emissions plus annual operation emissions) would be 1.3 MT of CO2e per year per
capita (conservatively rounded up to the nearest tenth). These emissions would not exceed the 4.1
MT of CO2e per year per capita goal developed to demonstrate consistency with the latest state-
level policies. Therefore, GHG impacts would be less than significant, and would be a reduced
impact compared to DSP EIR findings.
Table 6 Construction GHG Emissions
Year Emissions (MT of CO2e)
2025 592
2026 374
2027 3
Total 969
Amortized over 30 years 32
MT = metric tons; CO2e = carbon dioxide equivalents
Notes: Emissions modeling was completed using CalEEMod.
