Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 39
Effects and Mitigation Measures
No new or substantially more severe significant effects would occur to greenhouse gas emissions
and energy compared to those identified in the Final EIR, and no new mitigation measures are
necessary.
Conclusion
Impacts related to greenhouse gas emissions would be less than significant, and would be reduced
compared to the significant and unavoidable impacts identified in the Final EIR. Impacts related to
energy would be less than significant, similar to the Final EIR. No significant new or substantially
increased greenhouse gas emissions or energy impacts would occur compared to those identified in
the Final EIR.
5.6 Geology and Seismicity
Impacts Identified in the Certified Final EIR
The Final EIR determined that although the DSP area does not overlie a known earthquake fault, the
DSP area is within a seismically active region and would be subject to strong ground shaking,
liquefaction, and lateral spreading. However, development in the DSP area would be subject to
several existing state and local regulations that require site-specific geological investigations and
design elements to minimize susceptibility to seismic events. Development would be required to
comply with Chapter 17.12.050 of PMC, which requires preparation of geotechnical investigation
reports to characterize existing geologic hazards and risks. Additionally, several existing General Plan
policies would restrict development in hazardous areas, sloped lots, and earthquake fault zones.
Due to the generally flat topography of the DSP area, there is a low probability of landslides.
Therefore, the Final EIR concludes that implementation of the DSP would not expose people or
structures to risk of loss, injury, or death associated with earthquake fault zones, strong seismic
ground shaking, liquefaction, or landslides, and impacts would be less than significant.
Development within the DSP area would be required to connect to existing wastewater
infrastructure and would not utilize alternative wastewater disposal systems or septic tanks. The
Final EIR determined that the DSP would have no impact related to soils incapable of adequately
supporting the use of septic tanks or other wastewater disposal systems.
Impacts of the Barone’s Project
The following analysis incorporates information from the Geotechnical Investigation prepared for
the project by Geo-Logic Associates in June 2022. The Geotechnical Investigation is included as
Appendix D. Section 1803.1.1.3 of the California Building Code (CBC) states that the building
department of each locality (in this case the Pleasanton Building Division) must approve the soil
investigation if it determines that the recommended action is likely to prevent structural damage in
each dwelling. Further, as a condition of the building permit, the approved recommended action
must be incorporated in the construction of each dwelling. Therefore, pursuant to the PMC and the
CBC, the recommendations included in the Geotechnical Investigation (Appendix D) would be
incorporated into the design of the project and verified by the City prior to issuance of a building
permit.
