Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 43
release of asbestos and lead into the environment. Demolition and construction would be required
to comply with BAAQMD Regulation 11, Rule 2, which intends to control the emission of asbestos
during demolition and construction activities. Rule 2 requires surveys for asbestos to be conducted
prior to demolition activities that would disturb materials that might contain asbestos. BAAQMD
also collects fees for demolition activities subject to this rule (BAAQMD 2018). Construction would
also be required to comply with California Code of Regulations, Section 1532.1, which requires
testing, monitoring, containment, and disposal of lead-based materials, such that exposure does not
exceed CalOSHA standards. Compliance with BAAQMD and State regulations would minimize the
emission of asbestos during project demolition, and impacts would be less than significant.
As discussed in the Final EIR, the operation of residential and commercial uses would not require
the routine use, transport, and disposal of hazardous materials, and likewise, the commercial and
residential uses proposed as part of the project would not involve hazardous materials other than
those used for typical household and landscape activities and vehicular operation. The minimal
amounts of household hazardous wastes on-site would not create a significant hazard to the public
or the environment. However, given the presence of up to two feet of soils contaminated with lead
on the project site, there would be the potential for future residents to be exposed to contaminated
soils. City of Pleasanton General Plan Program 17.1 calls for environmental investigations to ensure
that soils, groundwater, and buildings affected by hazard material releases from prior land uses,
including lead, would not have the potential to affect the health and safety of future property
owners or users. Since the environmental investigation (Phase I ESA and Subsurface Investigation, as
included as Appendix E) found lead soil contamination, the City would apply a COA to implement
this General Plan program. Suggested text for the implementing COA is presented below. With
implementation of COAs as required by General Plan Program 17.1, this impact would be less than
significant.
Condition of Approval
Soil Remediation: Where soil is identified to be present within the construction envelope at the
project site at chemical concentrations exceeding ESLs and/or hazardous waste screening
thresholds for contaminants in soil (California Code of Regulations [CCR] Title 22, Section
66261.24), the project applicant shall retain a qualified environmental consultant (PG or PE) to
properly dispose of the contaminated soil. The qualified environmental consultant shall utilize
the project site analytical results for waste characterization purposes prior to offsite
transportation or disposal of potentially impacted soils or other impacted wastes. The qualified
consultant shall provide disposal recommendations and arrange for proper disposal of the
waste soils or other impacted wastes (as necessary), and/or provide recommendations for
remedial engineering controls, if appropriate. Remediation of impacted soils and/or
implementation of remedial engineering controls may require additional delineation of sub-
surface impacts; additional analytical testing per landfill or recycling facility requirements; soil
excavation; and offsite disposal or recycling. The City shall review and approve the project site
disposal recommendations prior to transportation of waste soils offsite, and review and approve
remedial engineering controls, prior to construction. The project applicant shall review and
implement the project site disposal recommendations prior to transportation of waste soils
offsite and review and implement the remedial engineering controls prior to construction. The
City shall review and approve the project site disposal recommendations and remedial
engineering controls prior to issuing a grading permit.
