Environmental Impacts of the Proposed Changes to the Original Project

Addendum to the City of Pleasanton Downtown Specific Plan Final Environmental Impact Report 51
residences. However, this increase would be imperceptible and would not result in a substantial
permanent increase in ambient noise levels. Traffic noise would be less than significant.
As identified in the Final EIR, there are no private airstrips in the vicinity of the DSP area. Therefore,
implementation of the land use changes and policies consistent with the DSP EIR would have no
impact related to the exposure of people residing or working in the vicinity of a private airstrip to
excessive noise levels.
Impacts of the Barone’s Project
Construction Noise
Over the course of a typical construction day, construction equipment would be located
approximately 65 feet from the center of the project site to the nearest sensitive receivers but
would typically be located at an average distance further away due to the nature of construction
where equipment is mobile throughout the day. The nearest sensitive receivers include the -family
residence on site, residences adjacent to the project site to the west, and residences across St. John
Street to the south and across Arroyo del Valle to the north. Because construction would occur at
different distances from the nearby sensitive receivers, construction analysis utilizes the distance to
nearby sensitive from the center of the project site.
Table 8 identifies the construction noise levels at the closest sensitive receivers based on the
combined use of the three loudest pieces of construction equipment during each phase of
construction.
Table 8 Estimated Noise Levels by Construction Phase at Sensitive Receivers
Leq dBA
Construction Activity
Phase
RCNM
Reference
Noise Level
50 feet
Residences to the
southwest
65 feet
Residences to the
west
110 feet
Residences to the
south
270 feet
Commercial
to the east
110 feet
Demolition 81 79 74 66 74
Site Preparation 81 79 74 66 74
Grading 84 82 77 69 77
Building Construction 82 80 75 67 75
Paving 87 85 80 72 80
Notes: Calculations performed with the FHWA’s RCNM software are included in Appendix F.
Noise levels rounded to the nearest whole number.
The City Noise Ordinance allows for maximum sound pressure levels of 86 dBA at any point outside
of the property plane. Therefore, noise generated by temporary construction work associated with
the project would not exceed the maximum sound pressure levels. As shown in Table 8,
construction noise could be as high as approximately 80 dBA Leq at the edge of the project site
where paving is expected to occur closest to the nearby sensitive receivers to the west and south.
Therefore, construction noise levels with this equipment would not exceed the City of Pleasanton
Noise Ordinance threshold of 86 dBA Leq at residential land uses. Therefore, construction noise
levels would be less than significant.
