DRAFT
CIPPP-01
Appendix A
Annual Core CIP Projects
An Annual Project is based on a reoccurring program with fixed investment to ensure timely repair
and replacement of aged infrastructures to minimize emergency unplanned projects. Not all assets
should have an annual program, and assets the City must have in order to have the basic, core
operation of the city should be considered for an annual program. Annual programs replace assets
with the same or equivalent assets, with upgrades for code requirements, but it is not to increase
capacity/size/change designs of the system. Annual programs are also set up when there is a known
regulation with which the City must comply.
Guided by City Council approved plans such as Asset Management Plan(s), Water System
Management Plan, Sewer System Master Plan, Urban Forest Master Plan, etc., a budget is
recommended through the CIP cycle that aligns with the City’s biennial budget cycle.

Annual Transportation Program
XX503 Annual Street Resurfacing
This annual project involves resurfacing and reconstruction of various city streets with a new layer
of asphalt. Street locations will be determined by the Pavement Management System (PMS) survey
data. The project will include performing base repairs and crack sealing, replacement of existing
traffic loop detectors, installation of traffic signal cameras, and reconstruction of pavement surface
approaches to signalized intersections. Traffic striping will be updated to accommodate new bike
lanes in accordance with the Bicycle and Pedestrian Master Plan.
Pavement Management Program (last updated 2/2024) is recommended for $5 million annual
expenditure over the next five years to maintain current PCI of 77.
XX504 Annual Slurry Seal
This annual project provides for the slurrying of various city streets with slurry seal. Actual locations
will be determined after reviewing the Pavement Management System (PMS) survey data and field
information analysis, which is completed on a biannual basis. Traffic striping will be updated to
accommodate new bike lanes, where possible, in accordance with the Bicycle and Pedestrian Master
Plan and Complete Streets Policy. The Metropolitan Transportation Commission recommends a
minimum of 20 percent of roadway surface funding to be allocated to preventative maintenance
treatments such as slurry seal; this is to capture the cost benefits of maintaining streets in good
condition before they start reaching the exponential decline of the roadway.
Pavement Management Program (last updated 2/2024) is recommended for $1 million annual
expenditure over the next five years to maintain current PCI of 77.
XX509 Annual Curb and Gutter & ADA Ramp
As part of the annual resurfacing of city streets, various sections of curb and gutter must be replaced
Page 321 of 893
