Updating affordable housing fees will help to
increase the inventory of below-market rate units by collecting fees that support the City’s
affordable housing programs and production.

OUTREACH
Notice of this meeting was made 30 days in advance as required by California Government
Code, appearing in The Valley Times on the December 2, 2024, and December 9, 2024,
publication dates. Interested parties requesting notification were also sent notices, as were
developers whose email contact information is maintained by the City.

Staff also presented the key findings of the fee update to meetings of the Chamber of
Commerce Economic Development and Government Relations (EDGR) Committee and the
City’s Economic Vitality Committee at meetings in October 2024.

STRATEGIC PLAN ALIGNMENT
Completion of these updates is consistent with the ONE Pleasanton Strategic Plan goal
of Funding Our Future - Strategy 7: Conduct an analysis and update development fees to keep
pace with new development costs, and with the 6th Cycle Housing Element.

FISCAL IMPACT
Adopting the fees would have a neutral or beneficial fiscal impact, since it would better align
proposed fees levied on new development with the capital facilities, infrastructure and housing
needs of the community, as documented in the EPS and Raftelis Fee studies. The TIF and
CFF are proposed to include a 2% administrative charge, which is a permissible to address the
administrative costs of preparing, revising and updating the Nexus Studies; as these fees are
received, they may be used to reimburse the General Fund for the cost to prepare the current
Nexus Studies and future updates. The total amount authorized by the City Council for the
2024 Nexus Study update is $203,928

Prepared by: Submitted by: Approved by:

Ellen Clark, Director of
Community Development
Ellen Clark, Director of Community
Development

Gerry Beaudin, City
Manager

Attachments:
1.
