amenities.

Integra’s bid in October 2024 of $1,265,000 was approximately 19 percent lower than the
Engineer’s Estimate of $1,560,000, leaving a $323,510 project balance, but its bid-alternate(s)
bid totaled $447,000 and exceeded the money available for the project. At the time of award,
staff recommended the City Council not award the bid alternates to provide an opportunity for
the contractor and staff to value engineer and negotiate bid-alternate pricing that would be
acceptable to the City and contractor. No substantial changes to the bid alternatives were
required and cost savings are associated with being able to perform all the work as part of the
overall project. Staff and the contractor were able to negotiate an agreement to complete all
four bid alternates for $250,600.

A number of other priorities were bid as bid-alternates to ensure that the City had enough
funding to move forward with the base project improvements. Bid alternates for the project
included:
• Bid Alternate 1 - Update the landscaping and add a pathway in Delucchi Park: This bid
alternative adds an accessible pathway to directly connect Lions Wayside Park, where
the concerts are held, to the public restroom in Delucchi Park. It also includes new
landscape to improve the sightline and safety around the restroom and pathway. The
final negotiated cost for this bid alternative is $132,000.
• Bid Alternate 2 - Pathway improvements at the 4363-4377 First Street properties: This
bid alternative connects the trail through Lions Wayside Park to the existing trail at the
Firehouse Arts Center parking lot, providing a complete pathway from the parking lot to
the park, and adds mulch to the property to keep the weeds down, thus reducing staff
time spent on maintenance and improving the health of the existing redwood tree
(retention of the existing trees and maximizing shade opportunities was one of the
primary requests during the outreach process). The final negotiated cost for this bid
alternative is $85,000.
• Bid Alternate 3 - Adding a lawn seating area on the Firehouse Arts Center property:
This bid alternative converts the existing no-mow fescue to a lawn to provide more
space to view concerts and maximize lawn area, which was one of the top requests by
the public during the outreach process. The final negotiated cost for this bid alternative
is $18,600.
• Bid Alternate 4 - Storm Water Pollution Prevention Plan (SWPPP) Compliance for the
bid alternates: This bid alternative is to implement the necessary stormwater pollution
prevention plan required due to the project exceeding one-acre of disturbed area, which
occurs if any of the bid alternates are constructed. The final negotiated cost for this bid
alternative is $15,000.

The proposed schedule for the project remains the same with construction anticipated to be
complete for a summer 2025 concert series.

EQUITY AND SUSTAINABILITY
Approval of this action advances the Climate Action Plan (CAP 2.0) in Transportation and Land
Use by promoting an effective alternative transportation system with walking and bicycling and
providing greater park accessibility for all users.
