The storm damaged the below-grade electrical gear and control panels, requiring the
replacement of the equipment. A temporary electrical system with only essential functions was
installed, returning the station to service and removing the temporary pumps. On January 31,
2024, the City approved a task authorization for $53,480 to Frisch Engineering, Inc. to
complete the electrical design work necessary to raise the lift station above ground to prevent
future flooding issues.

The City applied for disaster relief funds through FEMA following Disaster Declaration
DR4683(CA) for the 2023 storm events; FEMA accepted the application and project details are
currently under review. The project is anticipated to be partially funded by a FEMA disaster
relief grant.

DISCUSSION
The S-14 electrical equipment, originally housed in a below-grade vault, sustained significant
damage during the winter storms of 2023 when the adjacent ditch overflowed. As a result, the
existing electrical infrastructure requires replacement to restore full operational capacity. The
station is located on the east side of Alisal Street near Alisal Court (see location map provided
as Attachment 3). This project will involve demolishing the damaged electrical equipment,
installing new above-grade systems, and integrating updated Supervisory Control and Data
Acquisition (SCADA) programming.

The following activities will be performed as part of this project:
• Demolition and Disposal
Remove and properly dispose of the damaged electrical equipment from the below-
grade vault.
• Installation of Above-Ground Motor Control Center (MCC)
A new MCC will be installed above grade to replace the previous equipment, improving
accessibility and reducing the risk of future damage from flooding.
• SCADA System Integration
The project will integrate the new electrical system with the existing SCADA system,
which will require reprogramming and system updates to ensure full remote monitoring
and control functionality.
• Automatic Transfer Switch (ATS) and Generator Connection Panel Installation
The installation of an Automatic Transfer Switch (ATS) to ensure seamless power
transfer during outages and a generator connection panel to support backup power
needs.
• Conduit and Wiring Installation
The installation of the necessary conduit and wiring to connect the new electrical
systems and integrate them with the SCADA infrastructure.
• Flowmeter Installation
A flowmeter will be installed as part of the system to provide real-time monitoring of fluid
flow, an essential component for operational efficiency.
• Sump Pumps Installations
Sump pumps will be installed to prevent water accumulation and mitigate any risk of
flooding that could impact the electrical and pumping equipment.
• Concrete Pad Installation
A concrete pad will be constructed to securely anchor the new electrical equipment,
Page 178 of 348
