Frisch submitted a proposal in the amount of
$95,165 to provide additional engineering services required for this project. The additional
amount will support construction and engineering services, including reviewing submittals,
Requests for Information (RFI) and change order requests, field design support and SCADA
programming services.

Staff recommends the City Council approve a professional services agreement with Frisch
Engineering, Inc. (Attachment 4) for a not-to-exceed amount of $95,165 for:
• Additional Design Support: Additional engineering services to update design
drawings to incorporate City-requested changes.
• Construction Support Services: Ongoing construction support, including reviewing
shop drawings, responding to requests for information, conducting periodic inspections
related to electrical engineering, and performing witness testing as requested by the
City.
• SCADA Programming Services: Coordinate SCADA programming services for
startup, testing, and operational training in conjunction with the Motor Control Center
(MCC).

Bids
Sealed bids for this project were opened on February 19, 2025. Five bids were received;
however, the bid from Lords Electric, Inc. was deemed non-responsive due to missing
paperwork. The responsive bids ranged from $478,873 to $697,000 as compared with the
Engineer’s Estimate of $500,000 (see Attachment 1). The responsible lowest bid was received
from Telstar Instruments of Sacramento, CA, in the amount of $478,873, which is
approximately 4 percent lower than the Engineer’s Estimate. Past work performed by Telstar
Instruments was verified to be satisfactory. Staff recommends the City Council award the
construction contract to Telstar Instruments.

Schedule
Construction on the project will not occur until spring 2026 after the procurement of the
electrical equipment, which has an anticipated procurement period of 10-12 months due to
industry delays for Motor Control Centers. Once construction begins, the project is expected to
take five months to complete.
