The impacts of the two projects must be
analyzed in the same EIR. At a minimum, the EIR must analyze and mitigate all
reasonably foreseeable direct, indirect, and cumulative effects of the two projects
the County identified as potentially significant, including:

Aesthetics, Air Quality, Biological Resources, Cultural Resources, Energy,
Geology and Soils, Greenhouse Gas Emissions, Hazards and Hazardous
Materials, Hydrology and Water Quality, Land Use and Planning, Mineral
Resources, Noise, Population and Housing, Public Services, Recreation,
Transportation, Tribal Cultural Resources, Utilities and Service Systems,
and Wildfire.138

The County must also analyze and mitigate any additional significant
impacts which are identified during preparation of the EIR. Examples of two
impact areas identified by responsible agencies during the NOP comment period are
discussed below which require specific analysis in the EIR.

1. Water Supply

The Arroyo Lago and Senior East County Lakes projects may have significant
impacts on water supply, both individually and cumulatively, which must be
analyzed in a water supply assessment (“WSA”) that is circulated for public review
with the Draft EIR.

The CEQA Guidelines and State Water Code require a WSA to be prepared
for all “water-demand projects,” which includes, inter alia, residential developments
of more than 500 dwelling units, a project that would demand an amount of water
equivalent to, or greater than, the amount of water required by a 500 dwelling unit
project, proposed residential or mixed use projects that would account for an
increase of 10 percent or more in the number of a public water system's existing
service connections for public water systems with fewer than 5,000 service
connections.139 At 569 units, the Senior East County Lakes Project alone exceeds
the 500-unit threshold requiring a WSA. Both the Senior East County Lakes and
Arroyo Lago projects may individually exceed the 10 percent threshold for
increasing water connections, and when considered together (763 units), the
projects clearly exceed thresholds requiring a WSA.
