City of Pleasanton
Consulting Services - AMI Feasibility Study
8 | P a g e

1.2.5. AMI Business Drivers
Approach: Workshop Topic - Diameter has included a workshop session which will identify the AMI
business drivers that are important to Pleasanton. As part of this process, we will identify whether
Pleasanton’s current AMI technology can satisfy business drivers defined by the City to be a
priority/requirement or whether an alternative solution would better satisfy the business driver. Diameter’s
approach to reviewing business drivers has been so successful that other consulting firms have
hired/partnered with Diameter Services as subject matter experts to facilitate such sessions for their
projects.

Diameter’s methodology is unique in the market and
provides a comprehensive dive into revenue protection,
operational efficiencies, enhanced customer service, smart
city/IoT applications, conservation and improved
distribution system management and includes over 40
drivers. Our approach brings interested parties to the table
and provides a quantitative measurement of how closely
technology will meet the City’s goals. Importantly, these
outcomes will also provide Pleasanton with a means to
assess the non-financial benefits AMI technology can
deliver.

Deliverables/Tasks:
• Business Drivers and Technology Session - Workshop Topic
• Supports cost/benefit analysis of AMI technologies

1.2.6. Database Assessment
Approach: Workshop Topic - Assessment of the water meters is a critical component of the overall
analysis. Diameter’s team provides unique skills and experience to perform this specialized deliverable.
Examination of the current meter population would include analysis of a breakdown by meter type, meter
manufacturer, size, age, and meter failures. Meter warranties would be examined as well as risks
associated with maintaining the current meter population as compared to changing meters. Meter
functionality would be assessed including whether it satisfies project goals and business drivers. It is
Diameter’s understanding Pleasanton is using all ultrasonic meters so meter accuracy/revenue
improvements will not be performed. However, if there is a segment of the meter population still using
mechanic meters, Diameter will show the revenue impact of changing older mechanical meters.
Encoder Upgradability Assessment - In order to capture some of the AMI functional benefits, it is
important to have high resolution (8 digits) encoder
registers. We will review your data to ensure high
resolution data is being delivered from all meters and,
if necessary, categorize the meter encoders into the
following buckets: low resolution encoder and high-
resolution encoder.
We will determine the functionality of each of these
encoders to identify which meters are priority for
replacement. Once these assessments are
completed, we will determine the desired functionality
Docusign Envelope ID: A02F5956-6338-44A0-AD2F-17F98C437CB8
