City of Pleasanton
Consulting Services - AMI Feasibility Study
10 | P a g e

team through all the work that will be required to complete these installations. We will identify the project
issues, the available alternatives, and the impact each alternative will have on the cost of the project and
the completion percentage (the % of meters actually installed). Some of the issues that we will address
in this workshop are:
• Radio transmitter location
• Meter boxes and lids
• Faulty valves
• Shutdowns
• Completing work in confined space
• Plumbing requirements (if applicable)
• Curb stop operation and repair
• Network planning

Deliverables/Tasks:
• Detailed Project Scope Session – Workshop Topic

1.2.9. Capital and Life Cycle Cost Estimate (Cost Benefit Analysis)
Approach: Workshop Topic - Diameter will prepare estimates for the AMI system’s capital and full life-
cycle costs. Generally, the financial model compares the cost of maintaining the existing system (all
things considered) as compared to alternative solution approaches. The financial model will include the
following components: capital costs, meter maintenance, water billing, meter reading, customer service,
IT costs and cash flow analysis. We will summarize these components and perform the financial cost-
benefit analysis requested which will include:
• Cash flow analysis
• Years to payback
• Net present value
• Return on investment

This financial model will be used to help justify the recommendation but will also be used as our baseline
cost estimate to compare the future procurement and actual project costs. Diameter will identify all the
costs the project requires to make it a success. Pleasanton will be able to measure project success
against these estimates and assessments throughout the implementation stage of the project. We have
a proven track record of actual project costs coming in below the bid cost, and the bid cost
coming in within 5% of the business case estimate. This can be attributed to our unparalleled
understanding of the AMI and water meter market.
Deliverables/Tasks:
• Complete a cost/benefit analysis on 3 scenarios (existing scenario as compared to two options)
• Replacement criteria
• Capital cost estimate
• Life-cycle maintenance and management strategies and cost estimate

1.2.10. Implementation Schedules
Approach: Diameter will review the different deployment strategies and the costs / benefits for the City
of Pleasanton and align this with the best strategy for transitioning to a new AMI system if one is
recommended. An expedited project schedule will allow the City to realize the benefits of improved
technology as quickly as possible. Diameter can provide guidance with financial options. Based on the
optimal strategy, Diameter will develop a detailed project schedule for the overall project implementation
including the procurement, startup, proof of concept, installation, deployment and close out phases. The
project schedule will include identification of major milestones and risk assessment.
Docusign Envelope ID: A02F5956-6338-44A0-AD2F-17F98C437CB8
