City of Pleasanton
Consulting Services - AMI Feasibility Study
12 | P a g e

Sample Risk Register
Deliverables/Tasks:
• Risk management workshop
• Risk register development

1.2.14. Design – AMI Feasibility Study Findings and Recommendations Summary Report
Approach: Diameter will develop a Final Report which provides documentation of the work conducted
specific to the following topics and provide summarizes for:
• Executive Summary
• Organizational and Project Goals
• Problem Definition Summary and Mitigation Opportunities
• Business Drivers Summary
• Financial Summary
• Recommendations

Deliverables/Tasks:
• Findings and Recommendations Summary Report

1.2.15. Overview of AMI Systems and Metrology (Technology Educational Session) (Optional)
Approach: Diameter Services’ core competency is water meters and related AMI technologies and
services. Diameter Services is both knowledgeable and up to date on the available technologies, and
most importantly we remain vendor agnostic. Our technology review workshop will be conducted by
our subject matter experts and consist of two components: AMI Technology and Water Meter
Technology. The core purpose of this deliverable will be to provide an overview of the AMI and
metering technologies that would be best suited for the City.
Diameter will provide a workshop to ensure all
participants have the same base level of
knowledge of the AMI and metering
technologies as well as an understanding of the
benefits/drawbacks of each. Diameter provides
a generic look at the various technologies, and
we try to avoid manufacturer-specific features
and functionalities. We also look to identify
technology opportunities that are specific to
your City. This session will be conducted by
subject matter experts who will have a comprehensive understanding specific to water. These
discussions will also include an evaluation of the City’s service area to determine the viability of
constructing an AMI system. Sample workshop topics include:
Current
Status
Severi
ty of
Occurr
ence
Likeliho
od of
Occurre
nce
Risk
Matrix
Risk
Description Phase Risk Owner Project
Impact
Risk
Response
Strategy
Response Strategy Contingency Plan
Open Low Low Green Project Buy In
Lack of internal stakeholder buy-in Procurement Risk Owner?
Lack of project team and internal stakeholder buy-in
could lead to project failure.
- Leadership should demonstrate a strong
understanding of project goals and develop an
“elevator pitch” to show project support.
- Internal project staff should be fully educated on
the technical components of an AMI
system and undergo thorough training prior to the
Go-Live date
Open Low Low Green Customer Compliance
Customer refusing to comply with program.Installation Risk Owner?
The biggest risk is related to large commercial
properties not providing adequate time to allow for a
shut down. CGS does not see this as a big risk.Acceptance
Rely on the existing compliance program in dealing
with any customers who do not allow a installation
to occur. On residential customer the work will
proceed (in line with a defined process).
Open Medium High Red
Funding
Project funding is dependent on Approval of
council and be inline with our Project estimate
Procurement Risk Owner?
Insufficient project funding could lead to project delays
or work stoppage. Grid modernization is
capital intensive and faces problems imposed by
utilities’ constrained balance sheets.
Open High High Red Data Collector Locations Installation Risk Owner?
If locations cannot be secured or are not able to be
deployed in the area where the Vendor requires could
result in an incomplete network and impact system
performance,
Contingency
It appears there are not enough CGS locations to
allow an acceptable number of AMI vendors to
perform a realistic propogation study. Need to
reach out through the colloboration tasks to get
some buy in.
Docusign Envelope ID: A02F5956-6338-44A0-AD2F-17F98C437CB8
