City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

138
Additionally, implementation of MM HAZ-2 would address potential impacts
associated with the identified RECs at the project site.
Therefore, development as proposed would not result in any environmental
effects that are peculiar to the proposed project. The proposed project
would not result in a new or more severe adverse impact that was not
previously identified in the Housing Element Update FEIR.
e) Proximity to Public Airport Safety Hazard
Would the project: For a project located within an airport land use plan or, where such
a plan has not been adopted, within two miles of a public airport
or public use airport, would the project result in a safety hazard or
excessive noise for people residing or working in the project area?
Summary of Housing Element Update FEIR
The Housing Element Update FEIR indicated that some of the rezoned
housing sites, not including Site 21 (Kiewit), are within the Alameda County
Airport Land Use Policy Plan (ALUPP) Airport Influence Area (AIA) for the
Livermore Municipal Airport, which is coterminous with the Alameda County
Airport Land Use Commission Hazard Prevention Zone, but that none of the
rezoned housing sites are within an Airport Protection Area (See Exhibit 3.8-2
of the Housing Element Update FEIR).
The Housing Element Update FEIR concluded that compliance with federal,
State, and local regulations including the General Plan, Alameda County
ALUPP AIA, 2011 California Airport Land Use Planning Handbook, Code of
Federal Regulations Part 77, and Federal Aviation Administration regulations
would ensure that impacts related to exposure of people to safety hazards or
excessive noise in proximity to an airport would be less than significant.
Proposed Project Analysis and Conclusion
The Livermore Municipal Airport is approximately 1.8 miles northeast of the
project site. According to the Airport Land Use Compatibility Plan (ALUCP) for
the Livermore Municipal Airport, the project site is within the AIA for the
airport; however, the project site is not within the established noise contours
or safety zones.21
As discussed above, the proposed project would be compliant with federal,
State, and local regulations—including the General Plan, Livermore Municipal

21 Alameda County Airport Land Use Commission (ALUC). 2015. Livermore Municipal Airport – Airport Land Use
Compatibility Plan. August 2012.
