City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

213
The Housing Element Update FEIR concluded that because development
consistent with the Housing Element Update would be subject to all
applicable State, regional, and City guidelines, standards, and specifications
related to service standards, including, but not limited to, those provided in
the City of Pleasanton Bicycle and Pedestrian Master Plan and CAP 2.0, it
would not conflict with adopted policies, plans, or programs. Therefore, the
Housing Element Update would result in a less than significant impact on the
circulation system, including transit, bicycle, and pedestrian facilities and
policies.
Proposed Project Analysis and Conclusion
Vehicular Site Access and Circulation
Access to the project site would be provided via roadway connections to
the external street network, one on Valley Avenue and one on Busch Road.
The connection to Valley Avenue would be made via a link to the existing
signalized intersection at Valley Avenue and Boulder Street. The connection
to Busch Road would be provided via a new unsignalized intersection at D
Street, connecting to Busch Road approximately 500 feet west of the PGS
entrance. Internal circulation within the project site would be provided via a
network of two-lane roadways extending through the project site. The TIA
prepared by Fehr & Peers in February 2025 (Appendix I) identified that the
two-lane internal roadways would be adequate to serve internal traffic
forecasts.
Furthermore, the proposed project would comply with the ODS as required
by the City. Therefore, the proposed project would have a less than
significant impact on vehicular access and circulation consistent with the
Housing Element Update.
Pedestrian Access and Circulation
The proposed project would construct sidewalks that meet the City’s
requirements on all internal streets. In addition, a 10-foot-wide shared-use
path with 2-foot shoulders would be constructed along the eastern side of
Valley Avenue, the southern side of Busch Road, the eastern side of Street D,
and the north side of Boulder Street, forming a loop for use by bicycles and
pedestrians (Exhibit 5). Crosswalks would be installed at internal intersections
wherein substantial numbers of pedestrians are expected to cross.
The TIA determined that while the proposed project includes a robust
pedestrian network within the project site, connections to the external
