City of Pleasanton—Villages at the Quarry Project
Consistency Checklist 15183 Consistency Checklist

214
pedestrian network and to City destinations, such as parks and schools are
limited. The project site is located near routes to school identified by the City
of Pleasanton for Alisal Elementary School, Harvest Park Middle School, and
Amador High School.35 Therefore, the proposed project would have a less
than significant impact with regard to pedestrian access and circulation
consistent with the Housing Element Update.
Bicycle Access and Circulation
In the immediate project vicinity, there is a Class I Share Use Path along the
northern edge of Busch Road, ending at Valley Avene. North of the project
site, Iron Horse Trail provides Class I facilities from the project site directly to
the Dublin/Pleasanton BART Station. The 2018 City of Pleasanton Bicycle and
Pedestrian Master Plan proposes a Class I Shared Use Path along Valley
Avenue east and a Class IV Separated Bikeway on Valley Avenue west
leading to Santa Rita Road. When completed, this bikeway would connect
the project site more cohesively with the greater bike network. East of the
intersection of Stanley Boulevard and Valley Avenue, Stanley Boulevard’s
existing facilities include an eastbound Class I bike facility and a westbound
Class II bike facility. West of the intersection, there are Class II bike lanes in
each direction.
Furthermore, the proposed project would provide two short-term bicycle
parking spaces per 50 residential units. This would further programs in the
Bicycle and Pedestrian Master Plan, as well as Primary Action P8. Bicycle
Amenities of the CAP 2.0.
Therefore, the proposed project would not conflict with the City’s adopted
plans and policies as it relates to bicycle facilities.
Trails Master Plan Consistency
The proposed project’s plan for pedestrian and bike infrastructure is
consistent with the City’s Trails Master Plan. As discussed above, the proposed
project includes a shared-use path that circles the northwest quadrant of the
project site, which would connect to the existing Iron Horse Trail north of the
project site. Project buildout would complete a planned extension of the Iron
Horse Trail along the east side of Valley Avenue. At completion, this would
connect the north section of the Iron Horse Trail with the south leg on east
Stanley Avenue, providing improved bike and pedestrian access. A Class I
Bike Path on Busch Road is included in the proposed project along the

35 City of Pleasanton. School Transportation.
