City of Pleasanton—Villages at the Quarry Project
15183 Consistency Checklist Consistency Checklist

229
As described in Section XIV, Population and Housing, the proposed project
would construct fewer units than what was assumed in the Housing Element
Update FEIR. Therefore, the proposed project would generate less demand
for utilities infrastructure than what was assumed in the Housing Element
Update FEIR. Additionally, the proposed project would be required to comply
with all General Plan and CAP 2.0 goals and policies, CALGreen, and
California Plumbing Codes, and the proposed project would also be required
to pay all applicable development impact fees and fair share fees for storm
drainage and wastewater treatment facility improvement costs, including
those identified in the project-specific analysis prepared by Woodard &
Curran, Inc., in order to either maintain the existing LOS or achieve an
adopted LOS.
Water
A Hydraulic Analysis (Appendix G) was prepared for the proposed project by
Akel Engineering Group, Inc., in July 2024. The Hydraulic Analysis determined
that the proposed project would be required to upgrade on-site water
pipelines to 12 inches in Boulder Street from Valley Avenue and from Busch
Road to supply the required 5,000 gpm industrial fire flow of PGS. No
additional existing system pipeline improvements would be required to
adequately supply the proposed project.
Wastewater
A Technical Memorandum (Appendix J) analyzing the capacity of sewers
impacted by the proposed project determined that the proposed project
would add approximately 60,520 gallons per day (gpd).
The 2024 Sewer Capacity Evaluation Report 39 identified a maximum depth of
flow to pipe diameter ratio of 0.75 under peak dry weather flow (PDWF)
conditions as the criterion for providing adequate capacity for dry weather
flow.
Under design storm peak wet weather flow (PWWF) conditions, surcharge
was allowed up to 3 feet below the manhole rim, unless surcharge was
triggered by new development (in which case any surcharge would be
considered a deficiency). Force mains are also considered deficient if the
velocity under peak design flow exceeds 8 feet per second.

39 City of Pleasanton. 2024. Sewer Capacity Evaluation Report. November.
