eligibility is voluntary, it will be beneficial for the City to have access to these funds to the
extent possible, particularly as the City’s local funds are more constrained, and, with other
jurisdictions also facing budget challenges, likely increased competition for County and
regional funds.

Regional Measure 3/Funding for Valley Link
In addition to future OBAG 4 funding eligibility, MTC-ABAG has determined that, in the near
term, allocation of regional funding, specifically funding under RM-3 for new/future major transit
stations part of the regional transportation network, should also be tied to commitments around
progressive compliance to the TOC Policy. The new Valley Link intermodal connection/station
at the east Dublin/ Pleasanton BART station in Pleasanton is one such station. MTC-ABAG
has provided notification that an indication of commitment toward TOC Policy Compliance will
need to be made by Pleasanton, Dublin and Livermore to support the next requested round of
Valley Link RM-3 funding in 2025. (Dublin and Pleasanton “share” the east Dublin/Pleasanton
intermodal station, and Livermore will have Valley Link stations in the Isabel neighborhood and
Southfront Road).

Dublin/Pleasanton BART Station Site Redevelopment
The east Dublin/Pleasanton BART station has been included as a potential housing site in the
City’s Housing Element since 2012. AB 2923, signed into law in 2018, establishes certain
minimum densities and other standards for BART-owned properties to encourage housing on
these sites, and BART’s policies strongly support the re-development of these properties for
housing and more intensive mixed-use development. The 6th Cycle Housing Element
continues to designate the east Dublin/Pleasanton BART Station as a housing site, and the
City has committed to taking concrete steps - as a Housing Element program - to advance
redevelopment of the 14.9-acre station property.

Accordingly, in 2024, the City applied for and was awarded a $250,000 planning grant under
MTC-ABAG’s Priority Sites program, to help fund development of a concept plan and other
efforts toward this goal, in partnership with BART. Strategies and programs to effectively
address parking management and multi-modal access for the half-mile radius around the
BART station will be critical to the success of the project and also dovetails with several of the
TOC Policy’s objectives.

Transit-Oriented Communities Planning and Implementation Grant Funds
In light of the above-referenced programs and planning efforts, the City applied for two MTC-
ABAG Technical Assistance planning grants, intended to support cities moving toward
compliance with the TOC Policy. The grants, each for $150,000 will specifically support
development of parking management and station access plans in the vicinity of the east
Dublin-Pleasanton BART station. One of the stipulations of receiving the grants awarded by
MTC-ABAG is to affirm intent to take steps toward compliance of the TOC Policy, through
adoption of a resolution of local support. Attachment 1 includes the draft resolution, with its
content following a template provided by MTC-ABAG.

DISCUSSION
TOC Policy Outline and Compliance
Within Pleasanton, the TOC policy conceptually applies to areas within one half-mile of the two
BART stations and the ACE train station, with the stations classified into tiers based on transit
Page 143 of 682
