will define infrastructure needs and identify long-term funding strategies, including options to
establish a fully self-supporting stormwater enterprise fund. An additional $1.0 million from the
General Fund is allocated to the Annual Stormwater Repair and Replacement Program.

Reserve Projects, Interfund Transfers and Debt Payments
The CIP’s first-year totals include $18.1 million in reserve projects that will be carried forward
as part of the CIP update. This includes approximately $3.5 million in General Fund-supported
projects and the remainder in restricted funds. Reserve projects funded from restricted funds
are primarily developer contributions that cannot be reallocated to other projects. Refer to the
attached CIP Book for details.

Staffing Impacts
The CIP has a significant increase in annual expenditures, primarily in water and sewer, with
the total program averaging $44.0 million over the next five years. With the additional General
Fund contributions for deferred maintenance, additional staff and/or consultants with
alternative delivery methods will be needed to support the additional project needs. Staffing
recommendations will be brought forward based on analysis of the best long-term solution for
the City and incorporated into future operating and capital budgets.

Future Large Capital Needs
In addition to deferred maintenance projects from the Asset Management Program, the City
has several large capital projects that will be coming in future cycles of the CIP. The City will
continue to seek grants where possible but will need to provide matching funds or fully fund
the projects if the conditions can no longer be deferred. These projects include:
