City of Pleasanton
Consulting Services - AMI Procurement and Program Management
4 | P a g e

experience with best practices associated with fairness monitoring. Diameter specifications are custom-
designed with an extensive question-and-answer format, which facilitates a structured proposal format,
allowing evaluators the ability to easily evaluate responses and fairly score the various components of
the proposal. This question-and-answer format is supported by a comprehensive evaluation scoring
sheet, which will be developed by Diameter (develop, review, edit, finalize).
Deliverables/Tasks: Evaluation Criteria within the RFP, Comprehensive Evaluation Scoring Sheet,
Proposal Evaluation Criteria Session – Procurement Workshop.
1.2.8. Procurement Support
Approach: Diameter Services will assist the City with its vendor solicitation process. Typically, the City
would advertise, distribute, and accept responses to the solicitation in accordance with its policies and
procedures. Diameter knows all the market players and we would be available to communicate in
advance with the vendors the anticipated timelines and release of the RFP to ensure all vendors are
aware of the City’s project. During the proposal period, Diameter will assist with answering vendor
questions and prepare addenda, as required.
Deliverables/Tasks: Provide answers to project-related questions from suppliers; Assist the City in
preparing addenda to respond to inquiries during the RFP process.
1.2.9. Proposal Submission Evaluation
Approach: Diameter will review the RFP submissions and facilitate the City’s project team in its
evaluation of the submitted proposals, using the evaluation criteria prepared and published in the
procurement documents. Diameter can provide training to the team on how to use the evaluation scoring
sheet. After the City’s evaluation team members have individually reviewed the proposals, the entire team
will conduct an evaluation workshop to provide clarification on unfamiliar or unanticipated issues in the
responses, determine if additional questions or information is required, review scoring – typically
consensus scoring, and determine which vendors will be shorted-listed.
Deliverables/Tasks: Proposal submission review (typically 4 responses). Letters to vendor for
clarification. Proposal Evaluation Workshop.
1.2.10. Vendor Presentations
Approach: Diameter generally participates in Vendor Presentations. As a component of the evaluation
process, the City may wish to have Vendors conduct presentations/interviews. This decision is made
during specification and procurement document development. Diameter’s approach to Vendor
Presentations provides a comprehensive and proven approach including the coordination and facilitation
of the interviews. Diameter would develop the agendas and ensure a fair and consistent process for all.
Deliverables/Tasks: Coordination, agenda development and facilitation; Attend Vendor presentations (2
days + 1 day of preparation).
1.2.11. Prepare Contract Documents and Vendor Negotiation Support
Approach: Our comprehensive approach to project planning and our detailed specifications minimizes
the need for extensive contract negotiations. We expect that the only significant negotiations that will be
required in this stage will be:
• Modifications to certain aspects of the technical specifications to adapt to the specific solution
proposed by the preferred vendor(s);
• The addition of certain elements of the proposal put forward by the preferred vendor(s) and/or
desirable value-added components;
EXHIBIT A
Docusign Envelope ID: 134A9AB7-298B-4C3D-A5CB-AF281D5118F0
