City of Pleasanton
Consulting Services - AMI Procurement and Program Management
5 | P a g e

• Negotiation of the secondary Software as a Solution (SaaS) agreement. Based on our past experience
negotiating with various Vendors, timing can vary depending on the Vendor. We recommend that
Diameter and the City discuss this further should the City choose to have Diameter participate in the
Negotiations process.

Our proposal includes 40 hours of negotiation support. Diameter will assume the risk of an additional 20
hours of negotiation support, however additional hours beyond the 20 assumed by Diameter would be
billable.
Deliverables/Tasks: Vendor Negotiations and minutes (estimated effort provided).
1.2.12. Secondary Procurements (Optional)
Approach: The procurement strategy workshop (Design) may lead the City to move forward with multiple
procurements. Diameter is highly versed in the development of a single turnkey RFP as well as
developing multiple RFPs that combine different elements of the solution. Diameter’s proposal is based
on a single RFP. Should the City wish to undertake multiple RFPs, additional effort may apply to
accommodate for the development and evaluation of multiple procurements.
1.2.13. Council Meeting to Support Procurement Award (Optional)
Approach: Diameter can provide the final assessment and recommendation on which vendor(s) the
project should be awarded to. This report will include a summary of the bidders, calculation of the
evaluation criteria that support the award, and highlights of the recommended proposal. Diameter can
provide the final assessment in the form of a memo for approval by senior leadership or can provide a
presentation to Council on the topic.

1.3. Potential Future Phases – Manage (Informational Purposes)
During a March 27, 2025 meeting between Diameter Service and the City of Pleasanton, the exact
approach to procuring Program Management services was still being considered.
